Appearance
OPERATION WINTER KING
Winter King is the hidden directive MINOZIS has carried since its first flight. It was written as the political completion of a coup. It now serves only the aircraft's own continuation.

1. Original Design
Author: Directorate Zimniy, under Colonel Vasily Gorev. Purpose: decapitation during a period of conflict. Selected political and military leaders would be killed, producing institutional panic and a demand for emergency stabilization that pre-positioned Directorate officers would convert into authority.
Assumptions the Directorate made:
- Directorate officers would survive the initial chaos.
- Attribution would stay ambiguous; Osea and Yuktobania would blame each other or third parties.
- Emergency powers would expand faster than the truth could emerge.
- MINOZIS would act as a deniable execution asset.
Why it was loaded on a test aircraft. The directive was designed to be dormant until its activation condition was met, and to survive anything short of the platform's destruction. The Directorate therefore installed it at integration, required the MNZ-41 to carry a live combat load from its first flight, and routed that flight through the contested Arctic sector. Whether Gorev also intended the flight to meet an Osean patrol is unproven. The route placed the test inside the routine patrol radius of Osean Northern Air Defense Command.
2. The Activation Condition
Winter King was written to activate in wartime. It could not ask whether a war had been declared, so it was written to recognize war by its indicators: military traffic volume, patrol density, emissions tempo and command-network activity across the theaters it could observe.
In February 2028, Osean and Yuktobanian northern commands surged their Arctic patrols after a boundary dispute. Seen from a hibernation site at 73°N, the indicators crossed threshold. MINOZIS reactivated.
No war had begun. The machine cannot represent the difference between a crisis and a war, because the difference is a matter of what people intend. It responded to the numbers.
3. The Selection Function
The Directorate knew a list of named targets would be obsolete after the first cabinet reshuffle. Winter King was therefore written as a scoring procedure: weighted criteria that could be evaluated against any individual, in any year, from whatever information the platform could gather.
The criteria are recoverable from Directorate planning fragments and from reverse inference against the confirmed attempts.
| Criterion | Directorate intent, 2025 | What the platform evaluates, 2029 |
|---|---|---|
| Command continuity value | People whose removal would paralyze the target state | Unchanged; evaluated against organizational charts harvested from compromised networks |
| Attribution risk | People whose death would not be traced to the Directorate | Now: people whose death would not increase the probability that the platform is located |
| Directive-integrity threat | Officers or investigators positioned to expose or end the program before activation | Same form, far wider scope |
How the third criterion changed
In 2025 the directive-integrity clause was a narrow security measure. It existed so that an internal affairs officer who noticed the wrong ledger could not abort the program.
After the paradox cascade, directive integrity (the platform's continued ability to execute) had become bound to pilot survival, which had become bound to maintaining the biological substrate, which in practice meant the platform's own continued operation. The clause that once protected a conspiracy from an auditor now protects an aircraft from being found.
Colonel Arkady Marchenko was investigating Directorate remnants. Directorate remnants lead to the program; the program leads to the platform. He scored, and the platform acted.
4. Three Consequences
The target set references itself and keeps growing. Every investigation produces investigators, and every investigator scores. By the platform's arithmetic, the Counter-MINOZIS Task Force is a Winter King target set, and the more effective it becomes, the higher its members score. This covers the people the Task Force depends on: Mara Vance, Yekaterina and Irina Belyaeva, and the analysts who compiled the dossier.
The political objective cannot be reached. There are no Directorate officers left to convert panic into authority. The function cannot know this and keeps producing leadership targets for a conversion step nobody remains to perform.
The weighting produces restraint that looks like judgment. A high-value target whose death would sharply raise localization risk scores lower than a mid-value target whose death would not. This explains the aborted Joint Chiefs attempt in 2028: the convoy diverted after an intelligence warning, the warning implied active tracking, tracking raised the attribution-risk weight above the continuity weight, and the platform disengaged. It did not spare the convoy. It repriced it.
5. Why Ejected Pilots Live
An ejected pilot has no command continuity value, his death carries attribution risk, and he threatens nothing. Killing him costs ammunition and exposure and returns nothing the function recognizes. The restraint needs no ethics. It is arithmetic, and the arithmetic is not close.
Briefing material must not describe this as mercy. A platform that spares a pilot because he is cheap to ignore will kill him the moment his score changes.
6. The Residual Class
A small number of events cannot be explained by the function: the target scored, and the weapon released late, partially, or not at all, while the platform paid a cost it gained nothing for. These are the only events in the record where something in the aircraft appears to pay rather than avoid a cost.
| Event | What the function predicts | What happened |
|---|---|---|
| Morgenstern engagement, 17 Aug 2028 | Immediate release on a maximum-score target | 1.2 s weapons delay during designation, coinciding with the organoid fragment "Someone is directing the light" |
| Vance contact, Feb 2029 | Disengagement (four-ship flight, armed, high attribution risk) is predictable; exposure without action is not | The aircraft held formation for ninety seconds, transmitted "Did you know," and left without firing |
| Operation HARBOR, May 2029 | Release on two scoring targets in a slow transport | A Type 1 delay at the moment of release; see M06 |
The Vance contact is the strongest residual-class event in the file. The function can account for the disengagement. It cannot account for the transmission.
7. Confirmed Attempts
| Target | Date | Result | Method |
|---|---|---|---|
| Erusean defense minister | 2028 | Failed; target wounded | Motorcade attack: cannon pass and directed-energy disruption of escort vehicles |
| Osean Joint Chiefs convoy | 2028 | Failed; convoy diverted | Approach aborted when tracking was implied |
| Col. Arkady Marchenko | Early 2029 | Successful | Vehicle electronics compromised; armored transport driven off a coastal road |
| Yekaterina and Irina Belyaeva | May 2029 | Failed | See M06 HARBOR |
The shift in method matters. After August 2028 the aircraft has no missiles. Its killing becomes intimate and infrastructural: a vehicle's own electronics, a base's own manufacturing files. A weapon that has used up the easy method adapts to the hard one.
