DIRECTOR'S FOREWORD

I was born on Heimaey, in the Vestmannaeyjar — the Westman Islands, off the south coast of Iceland — into a family that had fished those waters for as long as anyone kept count. My grandfather drowned when I was nine. My father did not, though the sea tried twice that I know of. I grew up understanding the ocean the way you understand a relative who is capable of killing you and does not particularly want to: with love, and with a low, permanent watchfulness.
I have spent thirty years pointing cameras at that relative. I have filmed the cod grounds collapsing and the mackerel moving north. I have filmed the ice leaving Greenland in sheets the size of counties. I have filmed shipwrecks so old the wood had turned to something between stone and lace, and I have filmed the new wrecks, the container ships that the reopened Arctic swallowed in their first bad winter because their crews had never seen weather like the weather that is normal to me. For all of that work the world was kind enough to give me prizes, which I have learned to treat the way a fisherman treats a calm day: gratefully, and without trusting it.
For fifteen years I asked the Northern Maritime Defense Coalition for access to the Tempest Interdiction Fleet. For fifteen years the answer was silence, and then, once, a polite letter that said no in four languages.
In 2046 the answer changed. I would like to tell you it changed because they came to admire my work. The truth is more useful than that, and I have decided to put it at the front of this film rather than hide it: they let me aboard because they had a problem, and I was a solution to it. After the events of February 2033 — after the loss of the Sæunn and the boats that went down with her, which you will hear about in this film, and which I will not pretend I can discuss coldly — the Coalition was accused, at the United Nations and in every serious newspaper on Earth, of weather warfare. Of breaking the oldest and strangest of the arms-control treaties. Of turning the ocean itself into a weapon and then losing control of it.
They needed to be seen. Not to lie — they were quite specific that I would not be permitted to lie on their behalf, and I would not have — but to be seen by someone the fishing towns of the North Atlantic would believe. I am from those towns. My name, my accent, my grandfather's grave: these were my qualifications. I understood that I was being used. I took the access anyway, because the alternative was that this fleet would go on existing, and being argued about, without a single independent human being having stood on its deck. I decided I would rather be used and be there.
So this is not a neutral film. I do not believe a neutral film about this subject would be an honest one. What I can promise is that everything in it, I saw, or was shown, or was told to my face by someone willing to be recorded — and that where I was refused, I have left the refusal in.
A word on the names. Almost no one you meet in this film is named. This was the Coalition's single non-negotiable condition, and it is not vanity or bureaucracy: the TIF is a small force of highly specialized people operating in a contested ocean, and a named face is a targetable one. The pilots, the sailors, the weather officers, the engineers — I know their names. I have had dinner with their families. In this film they are their roles and their call signs, and nothing more. I have come to think the anonymity says something true about the fleet itself. It is a machine that asks the people inside it to disappear into the weather. This film is, among other things, a record of the people who agreed to disappear.

A NOTE ON THIS TRANSCRIPT
This companion volume reproduces the five broadcast parts of The Weather We Make in continuous form. Four kinds of material are interleaved, and are labeled throughout:
- NARRATION (V.O.) — the director's voice-over. Ingrid Rán Eiríksdóttir speaking as the film's narrator.
- INTERVIEW — transcribed on-camera testimony. Named speakers are civilians, scholars, retired officers, or officials who consented to attribution. Serving members of the Tempest Interdiction Fleet appear by role and call sign only, rendered as [NAME WITHHELD], per Coalition condition of access.
- ON-SCREEN GRAPHIC — technical cards, tables, and figures displayed in the film. These were compiled from the production briefing binder released to Selkie Films by the NMDC Office of Strategic Communication, and independently checked where possible against open literature. Where a figure could not be independently verified, it is marked (Coalition-provided; unverified).
- SCENE / ARCHIVAL — description of observational footage shot on location, and of archival material licensed for the film.
Where access was denied on grounds of operational security, the transcript preserves the denial rather than papering over it. These moments are, in the director's judgment, part of the record.
PROLOGUE — "Rán's Net"
SCENE. Black. The sound of water — not waves breaking, but the deeper sound, the working of a heavy sea against a hull, felt more than heard. Slowly an image resolves: a small open boat, grey light, a man hauling a line, his breath smoking. The footage is old, degraded, shot on a handheld camera decades out of date.
NARRATION (V.O.): In the old belief of the north, the sea was a woman named Rán, and she kept a net. When men drowned, it was because Rán had cast her net and drawn them down, and in her hall beneath the waves the drowned sat at her table, lit by the gold she gathered from the seabed. My mother named me for her. Ingrid, for my grandmother. Rán, for the one who took my grandfather. It is not considered a lucky name. My mother did not care. She said the sea had already introduced itself to our family, so we might as well be on first-name terms.
SCENE. The old boat footage gives way to open water shot from a great height — a satellite's view of the North Atlantic, cloud systems wheeling across it in slow motion, time-lapsed. The scale is planetary.
NARRATION (V.O.): For most of human history, the weather was the one thing at sea that no admiral could command. You could build a bigger ship. You could cast a longer cannon, split the atom, put a thousand eyes in orbit. You could not tell the storm to wait. The storm was the last thing in the world that answered to no one.
SCENE. The time-lapse tightens on a single developing low-pressure system, deepening, spiraling. Then — subtly, wrongly — the system's northeast quadrant flares brighter than it should, blooms, intensifies against the grain of the surrounding air. A thin overlay of telemetry flickers at the frame's edge: seeding runs, injection altitudes, cloud-top temperatures falling.
NARRATION (V.O.): This film is about the people who decided that was no longer true. Who looked at the one uncommandable thing and asked a question that should have stayed unasked: what if the storm could be made to serve? They did not learn to command it. I want to be precise about that from the beginning, because the whole argument of the next five hours turns on it — they never learned to command the weather. They learned something more unsettling. They learned to live inside it, when no one else could. And they learned to give it a small, terrible push.
SCENE. The bloom on the storm reaches its peak. Cut, hard, to black. A single line of white text.

There is a fleet that goes to sea only when the forecast is at its worst. It is called the Tempest Interdiction Fleet. Almost no one who serves in it can be named. This is the only film ever made aboard it.
NARRATION (V.O.): I asked to make this film for fifteen years. When they finally said yes, I understood I was being handed a rope, and that I could not yet see whether it led up out of the water or down into it. I took hold of it anyway. Come with me. Mind the sea. It does not hate you. It simply has never once, in all the ages of the world, noticed that you were there.

PART ONE — "The Pause"
SCENE. Reykjavík harbour, winter, first light. Ingrid walks the quay in a heavy coat, filmed from behind. Fishing boats, and beyond them, at the mouth of the fjord, the grey slab silhouette of something much larger, indistinct in the murk.
NARRATION (V.O.): To understand why this fleet exists, you have to understand a change that happened to the map of the world while most of us were looking at our phones. It is the least cinematic revolution in modern history. It is a story about shipping. Bear with me. Everything that follows — the storm carriers, the weather ships, the drowned fishermen, the treaty lawyers — grows out of shipping.
1.1 The Great Rerouting
INTERVIEW — Admiral (ret.) James Okonkwo, former Royal Navy; NMDC founding advisory board: People think trade routes are permanent. They are not. They are the current arrangement of a fluid that is always looking for the cheapest path. For seventy years the cheapest path ran through the warm middle of the planet — Suez, Malacca, Hormuz, Panama, Bab-el-Mandeb. A handful of narrow places that the whole of human prosperity squeezed through. And in the space of about fifteen years, one after another, those narrow places became unreliable.

INTERVIEW — Admiral Okonkwo: And at the very same moment — this is the cruel joke of it — the north was opening. The ice that had sealed the top of the world for all of recorded history was going. The Northern Sea Route along Russia, the Northwest Passage through Canada, and eventually the Transpolar Route straight across the pole — they became navigable. Not comfortable. Navigable. So the fluid did what fluid does. It found the new cheapest path. And the new cheapest path ran straight through the worst weather on Earth.
SCENE. Satellite composite: global shipping-density heat map, animated across two decades. The bright arteries of the tropics dim; a new, thick artery blooms across the North Atlantic and over the top of the world.
NARRATION (V.O.): By the early 2040s, something close to half of the world's high-value maritime trade was moving through waters that, a generation earlier, we had considered the edge of the map. The Barents Sea. The Norwegian Sea. The Denmark Strait. The Greenland gaps. The arteries of the global economy now ran past my grandfather's grave. And an artery, once everyone can see it, becomes a thing worth cutting.
1.2 The Contest for the North
NARRATION (V.O.): When the world's wealth moves through your back garden, the world's powers arrive to argue about it. Some of that argument was ordinary — treaties, tariffs, disputes over who owned which stretch of newly-open sea. And some of it was not ordinary at all.
INTERVIEW — Dr. Halldóra Sigmundsdóttir, maritime & environmental law, University of Iceland: The legal term is freedom of navigation. The reality, by around 2042, was that freedom of navigation in the north had become contingent — contingent on the sufferance of whoever had the most capable fleet in the region on a given week. You had established navies. You had private security consortiums escorting convoys for a fee. And you had the emergence of what we now, rather grandly, call the Continental Maritime Directorate.
ON-SCREEN GRAPHIC: PRINCIPAL ACTORS IN THE NORTHERN THEATRE (as characterized in this film)
- The Northern Maritime Defense Coalition (NMDC). A defensive pact of the Nordic and North Atlantic states, formed in 2031 as the opening of the northern routes turned these into the most strategically valuable waters on Earth — Iceland, Norway, Denmark (with Greenland and the Faroes), Sweden, and Finland at its core, with the United Kingdom, Canada, and the Netherlands as associate members. Stated purpose: to guarantee freedom of navigation and the security of northern trade. Operator of the Tempest Interdiction Fleet.
- The Continental Maritime Directorate ("the Directorate"). A large, state-corporate maritime authority — not a single nation but a consolidated bloc — that seeks to convert control of the northern routes into leverage. Its instrument is not weather but sight and reach: dense radar-imaging satellite constellations, all-weather millimetre-wave sensors, long-range inertially-guided missiles, and a doctrine of surveillance and blockade.
- Gray actors. Private naval-security consortiums, flag-of-convenience escort fleets, and smaller revisionist states operating in the spaces between.
INTERVIEW — Dr. Sigmundsdóttir: What matters — and this is the thing the film will keep returning to — is that the Directorate is not stupid, and it is not blind. That is the mistake outsiders make. They imagine the Coalition invented a fleet that beats a primitive enemy who cowers from the rain. It is the opposite. The Coalition and the Directorate looked at the same problem — how do you fight in the worst sea on Earth? — and they made two completely different bets.
1.3 Two Bets
NARRATION (V.O.): This is the intellectual heart of the whole story, and once you see it, the rest of the film clicks into place. Two fleets. One question. Two answers.
INTERVIEW — Admiral Okonkwo: The Directorate made the bet the whole history of technology tells you to make. Overcome the environment. If the storm blinds your radar, build a radar that sees through the storm. Millimetre-wave arrays, forty to a hundred gigahertz — punches through rain with almost no attenuation. Synthetic-aperture radar in orbit — sees through cloud entirely, day, night, storm, doesn't care. Hypersonic missiles on inertial guidance — they don't need to see the target through the weather, they navigate to a point in space by dead reckoning. The Directorate's answer was: make the weather irrelevant. Spend enough money and the storm becomes just another Tuesday.
NARRATION (V.O.): And the Coalition?
INTERVIEW — Admiral Okonkwo: The Coalition looked at that and said — we cannot win that race. We are five small countries and three friends. We will never out-spend a continental bloc on satellites and hypersonics. So we will not try to make the weather irrelevant. We will make ourselves at home in it. We will build a fleet that does not merely survive the worst weather on Earth but prefers it. That treats the storm not as an obstacle to overcome but as terrain to occupy. As armor. As habitat.

NARRATION (V.O.): I want to be honest about something the Coalition would prefer I underplay. Their bet has a hole in it, and the Directorate's sensors are the hole. Synthetic-aperture radar in orbit really does see through the storm. Millimetre-wave really does penetrate the rain. The Coalition knows this. Everyone I asked knew it, and most of them answered before I finished the question. Which told me it was the thing they lay awake about. Keep the hole in mind. We will stand at its edge, later, in a storm, and look down into it.
1.4 The Pause — and the Fleet That Would Not Take It
NARRATION (V.O.): But the Coalition's bet is built on one real, old, physical fact about war. It is the oldest fact in this film, and it has nothing to do with satellites.
INTERVIEW — TIF Doctrine Officer [NAME WITHHELD], "the Historian": Throughout the whole history of warfare, extreme weather has produced what we call the pause. The storm comes, and both sides stand down. The aircraft are grounded. The ships run for harbour. The reconnaissance goes blind. The supply columns bog down. And here is the thing — both sides use that pause the same way. They rest. They repair. They resupply. They reposition. They exhale. The pause has always been mutual. It's a kind of unspoken truce that the weather imposes on everyone equally.
INTERVIEW — "the Historian": Our entire doctrine is one sentence: what happens to the side that refuses to take the pause? If the weather forces your enemy to stand down, and you have built a force that does not stand down — that keeps flying, keeps hunting, keeps applying pressure precisely during the hours your enemy has physiologically and mechanically been counting on to recover — then you have not won a battle. You have done something worse to him. You have taken away his rest.
ON-SCREEN GRAPHIC: THE FOUR EFFECTS — what the fleet is for The TIF is not designed to win a decisive battle. It is designed to generate four compounding effects during the weather window:
- Denial — the adversary cannot use the airspace, the sea space, or the subsurface corridors, because the weather that grounds him does not ground us.
- Fixation — the weather pins his forces in place: ships trapped in harbour by sea state, aircraft grounded, columns bogged. A fixed force is a targetable force.
- Interdiction — his lines of resupply and reinforcement are severed by the same weather that shelters us: no replenishment at sea, no aerial resupply, sea lanes closed.
- Exhaustion — the psychological effect. We attack during the exact hours his every instinct says hunker down. We deny him the recovery he expected. We force him to fight the weather and us at once. This breaks units faster than casualties do.
INTERVIEW — Dr. Halldóra Sigmundsdóttir: And notice what this doctrine implies about the enemy. It does not require the Directorate to be primitive. The Directorate's satellites can watch the whole thing happen. The doctrine requires only that the Directorate's ships and crews and aircraft, however advanced their sensors, are still made of steel and flesh that degrades in a force-ten sea. A hypersonic missile does not care about the weather. But the deck crew loading it does. The reactor is fine; the sailor with hypothermia is not. That is the seam the Coalition works. Not blindness. Bodies.
1.5 The Rotational Environmental Pressure Doctrine (REPD)
NARRATION (V.O.): The Coalition wrote all of this down. It became a formal doctrine — the least romantic document I have ever read, and I have read fishing quota regulations. It is called the Rotational Environmental Pressure Doctrine. Everyone aboard calls it "the REPD," pronounced repped, the way you'd name a weather system.

INTERVIEW — "the Historian": The word that matters is rotational. No unit can keep up offensive tempo in extreme conditions indefinitely. Fine motor skill degrades at around minus twenty. Cognition falls apart around minus thirty. Morale erodes. Equipment needs three to five times the maintenance. So you do not deploy continuously. You rotate a fresh, specialized force through, at the peak of the weather, precisely because it hasn't been worn down. The old Soviet armies had a concept — continuous pressure, feeding fresh echelons in so the defender never stabilizes. In our doctrine, the fresh echelon is the weather-specialized fleet, and the reason it is fresh is that it has been sitting in port waiting for exactly this storm.
NARRATION (V.O.): There is one rule in the REPD that they repeat like a prayer. It is the rule that keeps the whole thing from being suicidal, and it comes from a battle none of them fought in.
INTERVIEW — "the Historian": December 1944. The Ardennes. The German offensive — the Battle of the Bulge — was built on fog. The fog grounded Allied air power, and under that cover the German columns advanced. And then the weather cleared. Unexpectedly. And the Allied aircraft rose into a clear sky and found the German columns exposed on open roads, and destroyed them. That is our nightmare, exactly. If the storm dissipates while we are still inside it and still committed, everything that made us safe becomes a spotlight. So the rule is absolute: we exfiltrate on a schedule, not on the weather. Planned withdrawal begins at H+50. Not when the storm improves — before it can. If we have not achieved the objective by the time the window is closing, the objective is abandoned. We do not get greedy. Greed, in this fleet, is how everyone dies.
1.6 The Five Pillars
ON-SCREEN GRAPHIC: THE FIVE PILLARS OF THE TIF CONCEPT
- Environmental Symbiosis — the fleet does not fight the weather; it negotiates with it. The storm is habitat, not enemy. Every design choice, from hull geometry to control software to how a pilot is trained, is adaptation, not resistance.
- Temporal Asymmetry — the fleet's true product is the denial of rest. It exists to take away the pause the enemy needs.
- Orbital Intelligence — the fleet cannot control weather, but it can predict, amplify, and exploit it with unprecedented precision. This rests entirely on an orbital and AI forecasting layer that turns chaos into a usable schedule.
- Energy Integration — every watt of waste heat is treated as a resource. A fleet-wide energy architecture makes the whole force cheaper to run and more capable at once.
- Human–Autonomous Balance — the great majority of the strike aircraft are uncrewed, sparing human bodies the worst of the weather; a small crewed core provides the judgment machines still cannot. Neither half is sufficient alone.
INTERVIEW — TIF-CSG Commander [NAME WITHHELD], "the Commodore": People hear "weather fleet" and they picture something aggressive. A weapon. It is closer to the truth to say we built a fleet out of restraint. We deliberately have no ability to strike land. None. No cruise missiles that reach a city. We are not optimized to sink other surface ships. We cannot carry out a landing. We took capabilities away on purpose, because the entire strategic value of this force is that it can operate close to a contested coast without looking like an invasion. A fleet that can only deny, and cannot conquer, is a fleet a nervous world can tolerate near its shipping lanes. That restraint is not a weakness we couldn't fix. It is the product.
NARRATION (V.O.): I wrote that sentence in my notebook and put a question mark next to it. A fleet built out of restraint. I would spend the winter finding out how much of that restraint was real, and how much was a story a coalition tells about a fleet that can reach into the sky and give a hurricane a push. Both things, it turned out. That is usually the way.

PART TWO — "Inside the Worldtree"
SCENE. A helicopter, buffeted, descends through cloud onto a vast sealed deck. No aircraft are visible on it — the deck is bare, streaming with spray, and where a conventional carrier would have its aircraft parked in the open, there is only a smooth expanse and the seams of enormous doors. Ingrid, in a flight suit and helmet, is helped out and hurried toward a hatch. The wind takes the audio to shreds.
NARRATION (V.O.): They flew me out to the fleet in the last of the good weather. That is the only time you can be flown out — in the calm before, because once the operation begins nothing lands on that deck that a human being is sitting in. The ship rose up out of the murk like a grey island, and my first thought, stupidly, was that it was the wrong shape. I have been photographing ships my whole life. This one was built by people who had decided the sea was going to hit it, and had stopped pretending otherwise.
2.1 The Order of Battle
INTERVIEW — "the Commodore": A Tempest Interdiction Fleet Carrier Strike Group — the TIF-CSG — is about ten principal ships all told: the carrier at its heart, the weather ship, the logistics ship, three air-warfare destroyers, two anti-submarine frigates, and a pair of attack submarines — plus a cloud of uncrewed vehicles on the surface and under it that we don't even count as combatants. Think of it in three rings. At the centre, the ships that generate the effect. Around them, the ships that fight the air and the deep. And spread out beyond, invisible, the uncrewed layer that watches.

NARRATION (V.O.): They name everything out of the old Norse cosmology. The world-tree. The sea-god. The watchman of the gods. The wolf. It is, I will admit, magnificent branding, and I said so, and the officer who was escorting me went quiet for a moment and said: you noticed the picket boats. The little expendable drones that go out ahead to die first are named for Naglfar — the ship in the myth built from the fingernails of the dead, that sails at the end of the world carrying the doomed to the last battle. I asked whether that was a joke. He said no one had ever decided whether it was. We will come back to that. It turned out to be the truest thing anyone told me all winter.

The ship is clearly working hard against a rising sea — the whole space leans, holds, returns — but the aircraft handling goes on undisturbed.
NARRATION (V.O.): On a normal aircraft carrier, the most dangerous place in the world is the flight deck in bad weather — an open steel plain, in the wind and the spray, where human beings walk between jet intakes and spinning rotors while the whole thing pitches. The Worldtree simply abolished that place. There is no open flight deck operation. Everything — arming, moving, launching, recovering — happens inside, in the sealed hangar, and the aircraft only meet the weather at the very last instant of launch and the very first instant of recovery.
INTERVIEW — Aircraft Handling Officer [NAME WITHHELD], "the Air Boss": Everyone asks if it's frightening out here. It isn't, once you understand the deck is sealed. What's frightening is the quiet part. On a normal carrier the sea sets your limit — sea state gets bad enough, you stop flying, you wait, you're not ashamed of it, everybody does it. On this ship we don't wait for the weather. We schedule it. The weather is when we go to work. It took me a year to stop feeling like that was against nature.

If there is one part of this fleet that is genuinely, quietly brilliant — that solves a real problem in a way that makes everything else possible — it is the way they handle energy. They call it the Worldforge.
INTERVIEW — Chief Engineer [NAME WITHHELD], "the Reactor Chief": Here is the constraint that nearly killed the whole concept. In a Sea State 6 or 7 storm, you get short windows — thirty, forty minutes — where the local weather eases just enough to surge aircraft off the deck. To exploit a window you need to do everything at once: fire the catapults, run the radars at full power, keep the defensive systems hot, keep two and a half thousand people warm and fed. All of that is electricity, and all of it peaks in the same forty minutes. A conventional power plant can't surge like that. So we stopped throwing away energy.

INTERVIEW — "the Reactor Chief": Individually, none of these is exotic. DC ship grids, flywheels, Rankine cycles, phase-change materials — all decades old. The Worldforge is what happens when you stop treating them as four separate systems and wire them into one. Waste heat that used to go over the side becomes power. That power charges the flywheels. The flywheels let you surge the catapults in a weather gap. Surging the catapults in the gap is the whole point of the ship. So the plumbing is the weapon. It's just that no one puts the plumbing on a recruiting poster.

NARRATION (V.O.): The single most important fact about this fleet is buried in that table, and it is not glamorous. In the exact conditions where a conventional carrier launches nothing, this one launches a hundred aircraft a day. The whole strategic bet — the pause, the denial of rest — comes down to a number of sorties in a bad sea, and that number exists because of the plumbing. I found this reassuring, in a way. It is much harder to lie about plumbing than about doctrine.
2.4 The Escorts
NARRATION (V.O.): The carrier does not go to sea alone. Around it moves a ring of ships built to the same philosophy — everything sacrificed to working in weather that keeps everyone else in port.

But a submarine still bends the Earth's magnetic field. It still drags a wake of slightly warmer, disturbed water behind it. The storm is loud, but it doesn't hide those. So we shifted the whole art of submarine hunting away from listening and toward — I don't have a better word — feeling for them. In calm water the acoustic hunters would beat us. In the storm, we beat them. Same as everything else in this fleet: we're only good where no one else wants to be.
ON-SCREEN GRAPHIC: SSN JORMUN-CLASS "DEEP STRIKE" — attack submarine Two attack submarines operate in a free-support role beneath the group, sanitizing the subsurface approaches and prosecuting contacts the surface hunters hand off. Below the storm, the submarine is in its own perfect weather — the surface chaos is another ship's problem. (Detailed characteristics were not released to the production. When asked what the Jormuns carry, the escorting officer smiled and changed the subject. That refusal is left in the film.)
2.5 The Uncrewed Layer
SCENE. On a monitor in the ship's control spaces, a tactical plot: the named warships at the centre, and spread around them for two hundred kilometres a scatter of small icons — on the surface, and beneath it — drifting, patrolling, silent.
NARRATION (V.O.): Most of this fleet, by number, is not crewed and cannot be seen. Ahead of the ships, on the surface, run the picket drones — the Naglfars. Beneath them, a curtain of underwater vehicles hangs across the sea like a tripwire.
ON-SCREEN GRAPHIC: USVH NAGLFAR-CLASS "WRAITH" — uncrewed surface picket Small, low, hard to see, and — the word the fleet actually uses — expendable. The Naglfars run out ahead as sensor pickets and communications relays, and each can carry a small load of defensive missiles. They are meant to be the first thing an adversary detects and the first thing he destroys, drawing fire and revealing his position while the crewed ships stay dark and distant. They are named for the death-ship for a reason no one aboard will quite say out loud.
ON-SCREEN GRAPHIC: UUV-P SLEIPNIR-CLASS "MULTI-DOMAIN HUNTER" — persistent underwater vehicle Fifteen to twenty per group, forming a 150–200 km anti-submarine "curtain." They loiter for days, charging from seabed energy nodes (the fleet's "Wellspring Grid"), listening and sensing, acting as the tripwire that hands contacts to the frigates. With the seabed charging network, curtain coverage rises from roughly 60% to 85–90%, and vehicle endurance extends to five to seven days.
INTERVIEW — Drone Watch Operator [NAME WITHHELD], call sign "Fulmar": I command more of this fleet than the captain does, if you count by hull. Sixteen underwater vehicles, four surface pickets, and a shift of strike drones when we surge. And I have never touched any of them. I sit in a warm room and I watch a plot, and things in the water four hundred kilometres away do what the doctrine tells them to do when they can't hear me — which, in a storm, is most of the time. That's the strange part of this job. Half of what I command, I command by having taught it in advance what to do when I go silent.
NARRATION (V.O.): That sentence — I command it by having taught it what to do when I go silent — is the door into the strangest part of the whole fleet. Because the storm that protects these ships also cuts their communications. The very cover that makes them safe makes them deaf. How a fleet fights when it cannot talk to itself is the subject of the next hour of this film. It required the Coalition to build something they call, only half in jest, a mind.
2.6 A Note on the Materials
NARRATION (V.O.): Before we leave the machine for the mind, one small thing the engineers insisted I include, because to them it is not small. A fleet that lives in freezing salt spray and storm ice is at war, constantly, with two enemies more patient than any navy: corrosion, and ice.

- Anti-icing: aircraft carry ice-detecting sensors and active de-icing, backed by "slippery" liquid-infused surface coatings on non-critical structures. Icing is not a discomfort here — an ice horn forming on a wing at just below freezing can cut lift by ~19% and raise drag by ~160%, past the point of recovery. In this fleet, ice is not a hazard. It is the single most likely way to lose an aircraft.
- Corrosion protection: advanced coatings and cathodic systems fight the constant salt immersion that ages an ordinary warship prematurely.
- Structural and deep-sea materials: high-toughness alloys and composites for hulls that take repeated wave-slam and for vehicles that operate at depth and pressure.
INTERVIEW — "the Reactor Chief": Weapons get the headlines. Coatings win the war. This fleet loses more sleep over an ice detector that might fail than over any missile the Directorate has. A missile has to find you. The ice finds you every single time you go out.

PART THREE — "The Tempest Mind"
SCENE. A darkened compartment deep in the ship. Banks of screens. Operators sit quietly, not talking, watching plots that update in slow, uncertain jerks — data arriving late, in bursts, sometimes not at all. A clock in the corner reads the time to the next communications window.
NARRATION (V.O.): The paradox at the centre of this fleet is simple and cruel. The storm that hides them from the enemy also blinds them to each other. Radio does not pass cleanly through a mature storm. Satellites drop in and out. For minutes at a stretch — sometimes fifteen minutes, sometimes more — the ships and the aircraft and the drones cannot hear one another. And a fleet that cannot talk to itself, in the middle of a fight, is not a fleet. It is a scatter of blind, frightened, expensive machines. So the Coalition had to solve a problem no navy had ever fully faced: how do you fight while deaf?
3.1 The Tempest Mind — Graduated Autonomy
INTERVIEW — Autonomy Systems Officer [NAME WITHHELD], "the Architect": The answer can't be "more bandwidth." You can't out-engineer a storm with a bigger antenna; the physics wins. So the answer had to be autonomy — but autonomy in careful, honest steps. We do not pretend the machines are wiser than they are. We built four levels, and we are very clear, internally, about which levels are real and which are still aspiration.

INTERVIEW — "the Architect": I want the film to be honest about Level 4, because the public imagines it already exists and it does not, and the gap is where the danger lives. Our drones do not decide who to kill. At Level 3 a drone may engage a target that a human already put on a list, under rules a human already wrote, during a window a human already opened. If something shows up that isn't on the list — a contact we can't identify, an aircraft doing something unexpected, anything the doctrine didn't anticipate — the machine's instruction is to not shoot and to wait for a person. The whole architecture is built so that the storm's silence produces restraint, not trigger-happiness. A deaf drone should be a cautious drone. If we ever got that backwards, we would deserve every treaty they'd throw at us.
3.2 Manned–Unmanned Teaming
NARRATION (V.O.): The bridge between the human judgment and the autonomous machine is a thing they call manned-unmanned teaming — MUM-T — and in this fleet it takes a very particular form. A single human pilot, sitting in a crewed fighter at the edge of the storm, commands a flight of uncrewed aircraft that go into the worst of it.

INTERVIEW — Stormrider pilot [NAME WITHHELD], call sign "Skua": I fly one of the ten crewed fighters. There are pilots in this fleet who'll tell you they wish they had a whole squadron of us — real jets, real pilots, glory. They're wrong, and they know they're wrong. My job isn't to be the hero of the storm. My job is to sit at the edge of it, where I can still see and still think, and run four to six Ravens that are inside it, in air that would tear me apart or freeze me solid or drown my judgment in turbulence. The machines go into the worst of it. I keep the judgment. I decide who we engage. They execute. And when the link drops — and it always drops — they keep doing the last lawful thing I told them, cautiously, until they can hear me again.
NARRATION (V.O.): I asked Skua the question you are probably asking. Doesn't it bother you — sending machines to kill while you sit safe at the edge? The answer surprised me, and it stayed with me all winter.
INTERVIEW — "Skua": Safe. You keep saying safe. There is no safe in this fleet. I sit at the edge of a hurricane in a single-seat aircraft with a storm on one side of me and the Directorate's missiles on the other, for hours, alone, holding six other aircraft in my head. The Ravens don't get frightened. They don't get spatial disorientation and fly themselves into the sea. They don't have a wife. I do all of that so they don't have to. Don't feel sorry for the machines. Feel sorry for the ten of us who have to stay awake enough to be responsible for them.
3.3 The Tempest Web
ON-SCREEN GRAPHIC: THE TEMPEST WEB — communicating through a storm The fleet does not rely on any single channel, because every single channel fails in a storm. Instead it layers:
- Mesh networking between nearby aircraft and drones — each relays for the others, so the swarm stays connected even when the fleet cannot reach it.
- Delay-tolerant "bundle" networking — messages are held and forwarded when a link opens, rather than assumed to arrive instantly. The network expects to be interrupted.
- HF and low-frequency fallback — old, slow, robust channels that get through weather that defeats modern high-bandwidth links.
- Pre-planned execution matrices — the most important channel of all is the one used before the silence: orders written so completely in advance that the fleet can execute them without further contact.
INTERVIEW — "the Architect": The deepest idea in the Tempest Web isn't a technology. It's a culture. We train every commander to give intent, not instructions. "Hold this line; deny this corridor; here is what I am trying to achieve; here is what I will accept and what I will not" — and then to shut up and trust the people and the machines to carry it out when the link dies. Centralized navies fall apart the instant communications drop, because everyone is waiting to be told what to do. We built a fleet that assumes it will be deaf for most of every fight, and is comfortable that way. The silence is not our failure mode. It is our operating condition.
3.4 Foresight — Reading the Weather
NARRATION (V.O.): None of it works without one thing: the forecast. This entire fleet is a bet placed on a weather prediction. If the forecast is wrong — if the storm doesn't come, or comes and dies too early, or turns the wrong way — the bet is lost, and lost expensively. So the most important room on the ship is not the bridge or the hangar. It is the one full of meteorologists.
INTERVIEW — Fleet Weather Officer [NAME WITHHELD], call sign "Völva": My call sign means seeress — the old word for a woman who saw what was coming. It's a joke, and it isn't. My job is to look seventy-two hours into a chaotic system and tell the Commodore whether to bet the fleet. And to be very, very clear with him about how much I don't know, because a false confidence would kill everyone aboard.
ON-SCREEN GRAPHIC: THE FORESIGHT SYSTEM — AI meteorology Foresight runs an ensemble of AI weather models — descendants of the neural-network forecasting revolution of the 2020s, when learned models first beat the old physics simulations for speed. It runs thirty to fifty ensemble members per cycle, which is the point: it does not produce a forecast, it produces a spread of possible futures, and quantifies how uncertain it is. On top of the general models sit three specialist modules trained on the fleet's own problem:

- A resilient relay network — the "storm communications backbone" — that keeps thin, robust data links open to the fleet even when broadband satellite links fail.
INTERVIEW — "Völva": People want the seeress to be certain. I am paid to be the opposite. My most important sentence to the Commodore is never "the storm will do X." It is "there is a fifteen-to-twenty percent chance this storm dies early, and if it does while we're committed, we are exposed, and here is the deadline past which I can no longer promise you cover." Chaos is not controllable. I say that phrase in my sleep. Chaos is not controllable. We predict it, we exploit it, we give it a small push — but the day someone in my chair forgets that the weather can always surprise us is the day this fleet drowns.
NARRATION (V.O.): That number — fifteen to twenty percent — is the ghost in this machine. A fifteen-to-twenty percent chance that the storm you bet your fleet on simply falls apart early. They have a word for it. The surprise calm. Everyone I met used the same phrase, in a lowered voice, the way sailors have always named the thing they fear so as not to summon it.
3.5 The People of the Storm
NARRATION (V.O.): I have shown you the ships and the software. Now I want to show you the part of this fleet that no technical binder can hold, and that I had to earn slowly, over a winter, in galleys and sick bays and the small hours: the people who volunteered to disappear into the weather.
SCENE. The mess. Off-duty crew, faces young and not young, eating. A hand-lettered sign over the serving line reads, in Icelandic and English: THE SEA DOES NOT NEGOTIATE. WE DO. Ingrid sits among them; they are wary of the camera, then not.
INTERVIEW — Flight Surgeon [NAME WITHHELD], "the Doctor": I'll tell you what this fleet actually costs, because the recruiting people won't. We put human beings, deliberately, into conditions the whole rest of the navy has spent a century learning to avoid. Sea State 7 for days. Cold that ends careers. Storm flying that produces spatial disorientation — where the pilot's own inner ear lies to them, tells them up is down, and they fly a perfectly good aircraft into the water believing they're climbing. We can manage all of it. We monitor the pilots with biometrics; we cap their sorties; we rotate them out hard, two-to-one, half the aircrew resting at any moment; there's an automatic system that will fly the aircraft home if the pilot is incapacitated. But "manage" is not "prevent." Every operation ages these people. I can see it in their bloodwork. This fleet runs on human beings spending themselves at a rate the human body was not designed for, and it does it two or three times a year, and in between it spends weeks putting them back together.
INTERVIEW — deckhand [NAME WITHHELD], "the Deckhand" (young, from a Faroese fishing family): Where I'm from, you go to sea and the sea decides. Here — here we go toward the sea when it's worst. First operation, I was sick with fear, actual fear, and an old chief told me the thing that fixed it. He said: lass, the difference between us and a fishing boat in this weather is that the fishing boat is out here because it has no choice, and we are out here on purpose, and being out here on purpose is a kind of power your grandfather never had. I don't know if that's wisdom or if it's just what you have to tell yourself. Both, probably. That's most things out here.
NARRATION (V.O.): A kind of power your grandfather never had. I have thought about that sentence more than any other from this whole winter. Because my grandfather did go to sea in weather like this, and it took him, and it did not notice. And here was a nineteen-year-old telling me that the whole meaning of this fleet, to the people who crew it, is that they are the first generation of northern sailors to go into the taking on purpose — not as victims of the sea but as its unwelcome guests. I could not decide whether that was the proudest thing I'd ever heard, or the most frightening. I still can't. Keep the sentence. We'll need it at the end.
3.6 Training the Willing
ON-SCREEN GRAPHIC: THE TEMPEST WINGS PIPELINE — 24 months
- Centrifuge and high-G tolerance; hypoxia recognition; vestibular-illusion training ("the gyro"), because spatial disorientation, not the enemy, is the most likely killer.
- Cold-chamber acclimatization to −40°C; individual tolerance assessment.
- 100+ simulator hours: thunderstorm penetration, disorientation recovery, and commanding four-to-six drones at once through lost-link.
- "Disconnected operations" exercises: communications are deliberately cut, and junior officers must execute on the commander's intent alone. Afterward the question is never "why did you break protocol?" It is "why did you make that decision?"
INTERVIEW — "the Doctor": The training does something subtle. It selects for a specific kind of person — someone who becomes calmer as conditions get worse, not more agitated. In most of the population that trait is rare. We spend two years finding it and hardening it. And then we ask those people to sign a form. Full disclosure of the hazard. Voluntary service. "Risk acceptance is inherent to the profession of arms" — that's the phrase in the regulation. I have signed that form as a witness more times than I like. I believe in it. I also lie awake about it. Both of those are true, and anyone in my job who tells you only the first one is lying to you.
NARRATION (V.O.): I had come aboard to film a fleet. By the end of the winter I understood I was filming a wager — a wager placed with human beings as the stake, against a forecast, in a treaty gray zone, on a bet that the storm would come and behave. In the next hour, the bet comes due. They took me into an operation. And to make one, first they had to make weather.

PART FOUR — "Making Weather"
SCENE. A different ship, smaller than the carrier, low and grey and bristling with what look like vertical launch cells but are not weapons. It runs alone, well ahead of the fleet, in a rising sea. Ranked along its deck are launchers pointed not at the horizon but at the sky. This is the ship the whole controversy is about.
NARRATION (V.O.): I asked, on my first day aboard the fleet, to be taken to the Windcaller. They said no. I asked every day for six weeks. On the last week, they said yes — and I understood the yes was itself a decision the Coalition had made about how this film would end. The Windcaller is the reason there is a treaty argument. It is the reason a fishing town lost its boats in 2033. It is the ship that makes weather. And they were finally going to let me watch it do so.
4.1 WMS Njord-class Windcaller — the Weather Ship

INTERVIEW — Weather-Modification Officer [NAME WITHHELD], call sign "Gerd": The single most important thing for your film to say — say it twice, say it three times — is what this ship cannot do. It cannot make a storm out of a clear sky. It is not a weather cannon. It is not a doomsday machine. What it can do is take a storm that nature has already decided to build — a young cyclone, a deepening front, something that already exists and is already going to happen — and give it a push. Amplify it. Make it fifteen, maybe twenty-five percent stronger, for a couple of days, in one place. That's the whole magic trick, and it is a much smaller trick than people are afraid of. And it is still, I want to be honest, quite frightening enough.
ON-SCREEN GRAPHIC: HOW AMPLIFICATION WORKS
- Cloud seeding at industrial scale: vertical rocket launchers disperse silver iodide and carbon-black particles into a developing system, seeding the microphysics that intensify precipitation.
- Directed atmospheric heating: carbon-black dust absorbs sunlight, warming pockets of air to create updrafts that feed convection — a localized heating of a few degrees over a few hours.
- Tactical ionization: towed low-frequency antennas increase electrical activity in the clouds — more lightning, which degrades enemy optical sensors and creates broadband interference.
- The only reliable method is opportunistic amplification: detect a natural Category 1–2 system, position ahead of it (200–250 km), seed for hours, and let the fleet penetrate the amplified system 12–18 hours later. Success probability: 60–70%.
INTERVIEW — "Gerd": And it fails, routinely. Four times out of ten, roughly, the amplification underperforms, or the storm does something we didn't predict. We are not conducting the weather like an orchestra. We are pushing a boulder that was already rolling, and hoping it rolls a little faster in the direction it was already going. Sometimes it does. Sometimes it stops. And — this is the part that keeps me up — sometimes it rolls faster than we wanted, or turns. The same uncertainty that can make a storm die early can make it deepen past what we asked for. Chaos does not take instructions. It takes suggestions, and it is under no obligation to accept them.
NARRATION (V.O.): Sometimes it rolls faster than we wanted. He said it quietly, and did not elaborate, and I did not push, because we both knew what he was talking about, and it was not yet time in the film to talk about it. It was February 2033 he was talking about. We will get there.
4.2 Redundancy — Project Pele
NARRATION (V.O.): There is an obvious weakness in a fleet whose whole doctrine depends on one ship. Destroy the Windcaller, and you have destroyed the fleet's ability to make weather. The Coalition knew this was the first thing any adversary would try. So they spread the capability out.

4.3 The Tempest Spiral
NARRATION (V.O.): As the operation neared, the fleet did something beautiful and unsettling to watch on the plot. It arranged itself into a shape — a slow, deliberate spiral, wound around the carrier at its centre.
ON-SCREEN GRAPHIC: FORMATION — "The Tempest Spiral" The fleet fights in concentric layers wound around the carrier: the uncrewed picket and underwater curtain farthest out, then the air-warfare destroyers and submarines, then the anti-submarine frigates, with the carrier, the weather ship, and the logistics vessel protected at the core. The spiral rotates with the storm, keeping the carrier always in the most navigable quadrant and the weather ship always upwind of the system it is feeding. It is less a battle line than a weather system of its own — a fleet-shaped storm inside a real one.
4.4 The Decision
SCENE. The carrier's flag operations centre. The Commodore, "Völva" the weather officer, "Gerd" from the Windcaller by video link, a lawyer in uniform, and staff. A live storm system rotates on the main plot. The atmosphere is not dramatic. It is the atmosphere of a surgical team.
NARRATION (V.O.): They let me film the go/no-go conference. This was, I think, the single most extraordinary act of access in the whole film, and I have come to believe they allowed it precisely because it is the most reassuring thing about them. Because what a go/no-go conference reveals is how reluctant this fleet is to go.
ON-SCREEN GRAPHIC: GO/NO-GO — the decision gates (consolidated) Before any weather operation, a cascade of gates, each answered yes or no:
- A natural Category 1–2 system on an operationally relevant track?
- Atmospheric humidity and instability favourable for seeding?
- Forecast confidence for the 48-hour window above threshold?
- Premature-dissipation risk below 20%?
- Force readiness at its highest state?
- Legal clearance obtained — treaty compliance reviewed by the fleet's own lawyers?
- Theatre cleared by the coalition command? And, running throughout the operation, the abort criteria — communications lost beyond two hours, the weather ship disabled, the storm exceeding safe intensity, or the forecast diverging from reality by more than half. Any one of them, and the fleet turns for home.
INTERVIEW — Fleet Legal Adviser [NAME WITHHELD], "the Advocate": I am in the room for every one of these, and I have a veto, and I have used it. My job is the Environmental Modification Convention — the 1977 treaty that bans the hostile use of weather modification with widespread, long-lasting, or severe effects. Every operation, I ask the same questions. Is the base storm natural? Is the effect limited — genuinely fifteen to twenty-five percent, not more? Is it reversible — will it dissipate on its own within seventy-two hours? Is it confined? Is the military advantage proportionate to the risk to civilians? If I cannot answer all of those, the fleet does not sail. And I want to say plainly, on camera, that I do not think this puts us cleanly inside the law. I think it puts us in a gray zone we have to re-earn our way through, one operation at a time, and I would rather say that honestly than pretend a treaty written in 1977 gives us a clean yes. It does not. We are living in its margin. That should make everyone uncomfortable. It makes me uncomfortable, and I do the job anyway.
ON-SCREEN GRAPHIC: THE TREATY TEST — the 1977 ENMOD Convention, and where the fleet admits it strains The Convention bans the hostile use of environmental modification whose effects are widespread, long-lasting, or severe — understood, roughly, as:
- Widespread: effects spanning several hundred square kilometres or more.
- Long-lasting: effects persisting for months, or a whole season.
- Severe: serious harm or disruption to life, resources, or property. The Coalition's claim to compliance is built on staying under all three: amplify only a system nature has already built (+15–25%, never creation from a clear sky); confine the effect to a 50–100 km corridor; cease seeding at H+50 and let the system return to nature within 72 hours. The honest problem — stated in the fleet's own legal file: a 50–100 km effect radius traces a circle that, by simple geometry, runs to thousands of square kilometres — far past the "several hundred" line. So the compliance argument does not, in the end, rest on area at all. It rests on two harder claims: that the effect is temporary and reversible, and that amplifying an existing storm is a different act, in law, from creating one. No court has tested either claim. Both are, in the Advocate's own word, "gray."
INTERVIEW — "the Advocate": And ENMOD is not the only law in the room. There is an older, broader one — the law of armed conflict — and its first principle is distinction: you must separate combatants from civilians, and you must not use a weapon that cannot tell them apart. Weather cannot. A storm does not read a transponder. That is the hardest single fact about this fleet, and I will not soften it — the effect we amplify is, by its nature, indiscriminate. So the law obliges us to compensate: to operate only in declared military zones, to hold the largest civilian exclusion areas we can enforce, and to broadcast advance warnings whenever operational security allows. What the doctrine does not resolve — the case it cannot bear to write down — is the one where a civilian vessel strays into the storm after we have committed, at the moment the whole operation depends on our silence. On paper there is no answer. There is only whoever is in the chair. Watch this operation closely, and you will see exactly where the paper runs out.
NARRATION (V.O.): I had come expecting to have to pry the doubt out of them. Instead they handed it to me, on camera, unprompted. The lawyer said we are living in the margin of the law. The weather officer said chaos is not controllable. The doctor said I lie awake. I began to suspect that the Coalition's real strategy with this film was not to convince me they were right, but to convince me they were honest about not being sure. It is a subtler and more effective thing. I noticed it, and I let them do it, because as far as I could tell it was also true.
The Commodore listens to each voice, looks a long time at the plot, and says a single word.
INTERVIEW — "the Commodore": Execute.
4.5 The Operation
NARRATION (V.O.): What follows is a composite — the operation I witnessed, described within the limits of what I was cleared to record. Its name and precise location remain withheld. It took place in the northern seas in deep winter. It ran, as they all do, to a clock.

- H−24 to H−8: Windcaller takes station 250 km ahead of a natural winter storm and begins coordinated seeding. Foresight adjusts the seeding pattern in real time as cloud-tops cool and deepen.
- H−6 to H−0: the fleet enters the amplified system's edge. Sea State 6–7. Air operations minimal during entry — safety first. The underwater curtain deploys.
- H+0 to H+12: the fleet reaches its operating position inside the storm. A first, cautious launch — not the whole wing, just enough to test the conditions.
- H+12 to H+50: active interdiction, worked in pulses — four to six hours of intense flight operations, then two to three hours of recovery, rearming, and crew rest, cycled again and again. Weather-gaps are exploited as they open: flywheels pre-charged, a handful of Ravens flung off the deck into each 30-minute lull.
- H+50: Windcaller ceases seeding. Withdrawal begins — on the clock, not the weather.
- H+60 to H+80: exfiltration under the storm's fading cover — deliberately leaving while cover remains, rather than waiting for the safety of clear skies that would also mean exposure.
SCENE. Inside the fight. Not the clean graphics — the real thing. A Raven catapulting into grey chaos, gone in an instant. The plot in the darkened room, updating in jerks. Operators speaking in short, flat phrases. "Fulmar" watching sixteen underwater icons hold a line against a contact that fades and returns. On a monitor, "Skua"'s biometrics beside a tactical feed as she holds six drones through a communications gap, her heart rate climbing, her voice steady. The ship leans, holds, returns. Somewhere a klaxon; someone silences it. This is not a battle as cinema imagines one. It is a slow, cold, deliberate act of denial, conducted by exhausted people and patient machines, in weather that would kill an unprepared crew in an hour.
INTERVIEW — "Skua" (recorded after the operation, visibly tired): People think air combat in a storm is dramatic. It's mostly waiting, with your whole nervous system on fire. Most of the enemy aircraft never came. They couldn't — the weather that let us fly grounded most of them, exactly like the doctrine says. The ones that did come, we met at the edges, in the gaps. We didn't dogfight. We denied. We made a piece of sky and sea and depth into a place they could not use, for two and a half days, and then we left before the sky could clear on us. That's the job. It's not glory. It's taking something away from someone and leaving before they can take it back.
4.6 The Fishing Boat
NARRATION (V.O.): And then, on the second night, the operation nearly became something else. I was in the operations centre when it happened, and they did not stop me filming, and I have thought a great deal about whether to include what I saw. I have decided I must.
SCENE. The plot. Among the military icons, a new one appears at the storm's edge — small, slow, civilian. A transponder code. A fishing vessel, in the wrong place, in weather that a fishing vessel should never have been in — weather that the fleet had made worse.
INTERVIEW — "Völva" (recorded, quiet): A trawler. Out of a small port, chasing fish that had moved with the cold. Its skipper had made a bad call about the weather — and the weather he'd misjudged was weather we had amplified. It was at the edge of the system, in seas fifteen, twenty percent worse than nature alone would have made them, and it was there because of us, and it did not know we existed.
NARRATION (V.O.): For twenty minutes the whole apparatus of this fleet — the AI forecasting, the orbital layer, the doctrine, the exhausted people in the dark room — bent itself to a single question that had nothing to do with the enemy. Was that boat going to be all right? The Commodore had a choice that the treaty lawyer had war-gamed and that every man and woman in that room understood in their bones. Break emission control, reveal the fleet's position to warn the boat — and hand the Directorate the fleet. Or stay silent, and hope.
INTERVIEW — "the Commodore": I broke EMCON. I ordered a low-power warning transmission on the maritime distress channels, in the clear, that gave the trawler a heading out of the worst of it. I lit us up. For eleven minutes, the Directorate could have had us. I did it anyway, and I would do it again, and if that ends my career, that is a good career to end. There is a version of this fleet that would have stayed silent and let the arithmetic decide, and I have met officers who would have, and I do not want to command a fleet that thinks like that. We amplified that storm. That made the boat our responsibility. That is not in the doctrine. It should be.
NARRATION (V.O.): The trawler came through. The fleet was not attacked in those eleven minutes. Why, I never learned. A radar satellite that happened not to be overhead in that exact quarter-hour; a firing solution that takes longer to build against a fleet moving through a heavy sea than eleven minutes allow; a Directorate commander unwilling to give away his own position by being the one who shot first. Any of those, or plain luck. They did not tell me, and I am not certain they knew themselves. Remember — the Directorate can see through the storm; that was always the hole in the Coalition's armour. Seeing you and killing you in eleven minutes are not the same thing, and for eleven minutes the difference between them was the only thing keeping this fleet alive. And I stood in that dark room and watched a man gamble the most expensive fleet in the northern world on the life of six fishermen he would never meet, because his fleet had made the sea that threatened them, and I thought: there it is. That is the whole film. That is the whole argument. They can make the weather. They cannot make it notice. Only the people underneath it can. And the only thing standing between "denial operation" and "atrocity" is whether the person in the chair still feels the weight of the boats.
In February 2033, the person in the chair did not break EMCON. Or broke it too late. Or the boats were already inside the taking before anyone in a grey ship knew they were there. The record is disputed, and the families and the Coalition do not agree, and I will lay it before you now.
End of Part Four.
PART FIVE — "The Price of Weather"
SCENE. No fleet. A small harbour town on a northern coast, off-season, grey. Boats that do not go out. A church. A memorial by the water — a low stone, a bronze list of names, salt-stained. Ingrid stands before it, for once on camera herself, saying nothing.
NARRATION (V.O.): To tell the last part of this story I had to leave the fleet and come to a place like the one I was born in. A fishing town. It does not matter which one; there are a hundred like it around these seas, and what happened here has happened, in smaller ways, more than once. This one lost eleven people in one February night in 2033, and it has never entirely forgiven the sea, or the fleet that made the sea worse.
5.1 February 2033 — What Happened
INTERVIEW — Sunneva Poulsen, sister of a crewman lost on the Sæunn, 2033: My brother was on the Sæunn. She went down with two other boats the same night, in the same water. And for a year we were told it was a storm. Just a storm. The sea takes people; everyone here knows that; we bury our own and we go back out. And then it came out — in the inquiry, in the leaked documents — that it had not been just a storm. There had been a trial. A weather trial. The Coalition, before there was even a fleet, was proving that the amplification worked. They pushed a storm, offshore, in the winter, to see if they could. And the storm they pushed did not stay where they promised it would. It deepened more than they modelled. It tracked closer to the coast than they modelled. And my brother's boat, and two others, were in the water they had made worse. They did not know we were there. That is the sentence I cannot get past. They did not know we were there. You made the sea that killed my brother, and you did not even know he was in it.
ON-SCREEN GRAPHIC: THE 2033 EVENT — a contested record
- A pre-fleet weather-amplification trial, conducted offshore in winter to validate the concept.
- The amplified system over-deepened beyond the forecast and tracked off the predicted path — the same irreducible chaos that can make a storm die early made this one grow.
- Three fishing vessels were caught in the amplified seas. Eleven lives lost.
- The subsequent inquiry found the trial's exclusion zone inadequate, its forecasting overconfident, and its monitoring of civilian traffic negligent.
- The Coalition maintains the boats were operating illegally outside declared limits. The families dispute this. The two accounts have never been reconciled.
INTERVIEW — Dr. Halldóra Sigmundsdóttir (law): 2033 is the hinge of everything. It is why the doctrine now forbids amplification from clear sky. It is why the exclusion zones are enormous and the go/no-go gates are so heavy and there is a lawyer with a veto in the room. Every cautious, self-doubting thing you saw aboard that fleet — every "we live in the margin of the law," every broken EMCON to save a trawler — every bit of that restraint is a scar. It is what the institution built over the wound of eleven dead fishermen. That does not undo the eleven. But it is important to understand that the fleet's conscience is not decoration. It was paid for.
NARRATION (V.O.): I put that to Sunneva. That the fleet had changed. That the man I watched break emission control to save a trawler was, in some sense, the answer to her brother. She was quiet a long time.
INTERVIEW — Sunneva Poulsen: Maybe. I'm glad they learned. I would rather they learned than not. But you're asking me to be grateful that they now try harder not to kill people like my brother while they practise the thing that killed my brother. I won't be. They should never have found out they could do it. Now that they know, they will never un-know it. And neither will anyone else. That's the part no one in your film in their nice grey ships wants to say out loud. Once one navy proves you can make the weather worse on purpose — every navy is going to want to.
5.2 The Other Side
NARRATION (V.O.): She was right that there is another side, and honesty required me to go and find it. So I did something the Coalition did not love: I filmed the enemy. Or rather, I filmed the person the enemy sends to be filmed.
INTERVIEW — Nadia Vos, Deputy Commissioner, Continental Maritime Directorate: Let us be clear about who is the aggressor. The Coalition has built a fleet whose entire purpose is to close the sea — to deny navigation, to interdict, to make ocean impassable. And they have the audacity to call it defensive because it cannot strike land. They amplify hurricanes near the world's busiest shipping lanes and call it freedom of navigation. The Directorate's investment is in transparency — in seeing clearly, through any weather, so that no fleet can hide and no blockade can be secret. We built the eyes. They built the fog. Ask yourself which of those a lawful order of the sea should prefer.
NARRATION (V.O.): It is propaganda, and it is not only propaganda, which is the trouble with the good propagandists. Because there is a real argument buried in it. A fleet designed to deny the sea to others, operating in the world's most important trade artery, under a treaty it admits it is only marginally inside — that fleet does not get to be simply the hero, no matter how many trawlers its captain saves. I put the Directorate's charge to the Commodore. He did not flinch.
INTERVIEW — "the Commodore": She's not wrong that we deny the sea. That is exactly what we do. The question she skips is: deny it to whom, and why. The Directorate wants to see through all weather so that it can decide who moves through these waters and who does not. We built a fleet that can operate when no one else can, so that no single power can own the north by owning the good weather. Yes, we can close a piece of sea. We do it to keep the whole of it open. You may not believe us. You should not simply believe us. But that is the actual argument, and I would rather have it than pretend we are gentle.
NARRATION (V.O.): There is one more document I have to show you, and it is the one that made me trust the Coalition least — precisely because it had already worked on me. Tucked into the production binder they handed me, by accident I think, or possibly not, was a single leaf of internal guidance from the Office of Strategic Communication. It told me, in bullet points, exactly how I had been managed.

- Emphasize: the exploitation of natural conditions; superior training and equipment; a defensive, denial-only posture; compliance with international law.
- Avoid: the language of "weather control" or "climate manipulation"; any framing as "environmental warfare"; describing amplification as a primary capability.
- Approved public formulation: "Our forces train to remain effective in extreme environmental conditions that degrade adversaries, providing continuous pressure in support of coalition objectives."
NARRATION (V.O.): Read the approved formulation again. Train to remain effective in conditions that degrade adversaries. Not one false word in it — and not one true one about the ship with the launchers pointed at the sky. Every honest, self-doubting officer I met; every "we live in the margin of the law"; every unprompted confession of unease — all of it sat inside the strategy written on that page. Let the doubt itself be the message. Doubt is disarming. A fleet that admits its own gray zones is far harder to hate than one that insists it is clean. I had been handed the doubt because the doubt was useful to them. And here is the trap they could not get out of, and neither can I: knowing the honesty was managed did not make it false. The lawyer really does lie awake. The captain really did break silence for the trawler. It was all true and it was all strategy, at once, which is the most human thing I found aboard that fleet. The last thing they could not control was this: what you do, now, with having seen the page.
5.3 An Honest Ledger
NARRATION (V.O.): Late in the winter I asked to see the fleet's own assessment of itself — not the recruiting version, the internal one. To my surprise they showed it to me, and to my greater surprise it was more damning than anything the Directorate had said. This fleet knows exactly what is wrong with it.

What is wrong with it
- Useless in calm water. In a flat sea it loses every advantage and becomes an expensive, visible, ordinary fleet.
- Seasonal and geographic. It needs natural storms. It works in the North Atlantic in winter and little else.
- Slow. Two to three operations a year, per group. Weeks of preparation, weeks of recovery. It is a scalpel, not a sidearm.
- The weather ship is a target. Distributed, yes — but still the thing the enemy hunts first.
- The surprise calm. A 15–20% chance the storm fails early and turns the fleet's cover into a spotlight.
The threats it fears
- Sensors. Orbital radar and millimetre-wave that see through the storm. The Directorate's whole bet.
- Imitation. The first-mover advantage is 5–10 years. Then everyone has one.
- The law. The treaty argument never goes away, and 2033 will be quoted forever.
- The cost. In a budget fight, a fleet that fights twice a year is a hard thing to defend.
INTERVIEW — Professor Émile Roux, climate scientist and critic: I'll give the Coalition credit for listing its own faults. Now let me add the one that is not on their list, because it is too large to fit on a slide. This entire fleet is a bet on climate change continuing. Its whole strategic premise is that extreme weather is becoming more frequent — that there will be more storms to inhabit, more windows to exploit. They have built a weapon that becomes more valuable the worse the climate gets. Think about what that does to the incentives of the institution that owns it. I am not saying they want the climate to collapse. I am saying they have built something that profits from it, and that is a moral position no navy should ever be allowed to occupy, and no one is even discussing it.
5.4 Ragnarök
NARRATION (V.O.): And so we arrive at the thing Sunneva saw before anyone in a grey ship would say it. If this works — and I have spent a winter watching it work — then it will be copied. The Directorate is already building its answer. Others will follow. And the endgame is not one clever fleet in the northern seas. The endgame is a world in which navies amplify storms at one another, in a climate already coming apart, each pushing the boulder a little harder, in a sea that grows less predictable every year that we push it.
SCENE. The named ships, seen from a great height, in the spiral formation, wound into a real storm — the fleet-shaped storm inside the true one. Then slowly the archival footage returns: the old boat, the grey light, the man hauling his line.
NARRATION (V.O.): They named their ships out of the end of the world. Yggdrasil, the world-tree, whose roots the serpent gnaws. Fenris, the wolf who is prophesied to devour the sun. And out ahead, first to die, the little picket boats named Naglfar — the ship built from the fingernails of the dead, that in the old story slips its moorings and sails only once, at Ragnarök, the twilight of the gods, carrying the doomed to the last battle at the end of everything. I asked an officer, early on, whether the naming was a joke. He said no one had ever decided. I have decided. It is not a joke. It is a confession that the men and women who built this fleet could not quite make in plain language, so they made it in the oldest language they had. They know what they are the beginning of.
5.5 The Weather We Make
SCENE. Ingrid, at the memorial by the harbour, at dusk. For the only time in the film, she speaks to camera directly.
NARRATION (INGRID, to camera): I came to make this film certain of one thing: that a fleet built to weaponize the weather was an abomination, and that I, granddaughter of a drowned fisherman, was the right person to say so. I am leaving less certain of everything except the fisherman.
Here is what I actually found. I found a fleet of frightened, disciplined, honest people who built a genuinely brilliant machine to solve a real problem — how to keep the top of the world open without letting any single power own it — and who did it, mostly, with more restraint and more doubt than I believed possible, and who once, before there was a fleet, killed eleven people by their own overconfidence and have organized their entire conscience around never doing it again. All of that is true. And it is also true that they have proven, permanently, to the whole world, that the last uncommandable thing can be given a push. That you can make the weather worse on purpose. And that knowledge cannot be un-made, and it will spread, and it will spread into a climate that is already turning against us, and the fleets that come after this one will not all have a lawyer with a veto and a captain who breaks silence for a trawler.
My grandfather said the sea does not hate you. Hate would at least mean it had noticed. That is the thing they never tell you about a fleet built to make weather: the weather still does not notice. It never will. Only the people underneath it do — the fishermen, the families, the drowned at Rán's table. The whole moral weight of what these people have built rests on one thin thing: whether the person in the chair still feels the boats. I watched one man feel them. I do not know how long the fleet will keep finding him. And I do not know what happens to all of us in the years when it doesn't.
She looks out at the water.

Annex A — Force Rotation and Readiness Cycle
A single TIF-CSG cannot fight continuously. Its operating rhythm is the physical basis for the "two to three operations a year" figure quoted throughout the film.
The cycle:
- Active operation (48–72 hours): the storm window.
- Post-operation maintenance (7–10 days, intensive): equipment wear runs 15–20% above normal; consumables replaced; damage assessed; readiness restored toward standby.
- Reconstitution (30–45 days): overhaul; crew rest and medical clearance; restocking of fuel and munitions.
- Training cycle (60–90 days): individual and unit refresher; advanced and experimental exercises; joint and allied integration.
- Ready reserve (90–120 days): highest readiness maintained; 24-hour recall.

Annex C — Storm-Penetration Procedures (aircrew and drone AI)
Grounded in decades of real aviation experience with thunderstorm penetration; encoded identically into pilot training and drone control law.
- Slow to maneuvering speed (Va) before entering the cell, not during. Dynamic loads scale with the square of airspeed; slowing first prevents structural overload when a gust hits.
- Maintain wings level; do not chase altitude. Let the aircraft "ride" vertical turbulence rather than fighting it. Banking adds load factor on top of gust loading.
- Accept altitude excursions; hold attitude. Trying to hold a precise altitude in a storm over-stresses the airframe and the pilot. Fly attitude, let altitude wander within limits.
- Trust the instruments over the inner ear. Spatial disorientation — the vestibular illusion — is the primary killer. The trained response is total instrument reliance, drilled to reflex in the "gyro."
- Anti-ice active before entry. Icing is the single most probable cause of aircraft loss; detection and protection run pre-emptively, not reactively.
Annex D — Technology Readiness and Critical Gaps
The Coalition rates roughly 80% of the fleet's systems as plausible extrapolations of mature technology, and openly flags the ~20% that must still be proven. The critical path — the systems that must reach maturity or the whole concept fails:
Priority 1 — critical (operational viability depends on these):
- Aircraft anti-ice (sensors + active protection). Consequence of failure: 10–20% losses to icing. An ice horn at just below freezing can drive drag past available power — an unrecoverable stall. Not a performance limit; mission loss.
- Adaptive flight control for storm flying. Consequence of failure: crewed and uncrewed aircraft confined to storm edges only.
- AI turbulence control for the drones. Consequence of failure: drones limited to moderate conditions — the asymmetric advantage evaporates.
These three form the trifecta. All must mature together, or there is no fleet.
Priority 2 — essential:
- In-cockpit automation for pilot-incapacitation recovery (the automatic "fly-it-home" system).
- Thermal management for the crewed fighter's power-hungry avionics — treated as a co-equal design priority with stealth and speed.
Priority 3 — desirable:
- LIDAR gust-load alleviation (limited: fails above light precipitation; storm-edge use only).
- Volcanic-ash-resistant engine coatings for operations near the northern volcanic belts.

Annex F — Development Horizon
- 2025–2034 — proof of concept and critical-technology validation. Validate the critical technologies (anti-ice, adaptive control, turbulence AI); demonstrate the energy architecture; finalize the carrier design; qualify the micro-reactor modules — much of it drawn from member-state and industry research predating the Coalition's own founding. (This is the period in which the 2033 amplification trials sit — and in which the Sæunn was lost.)
- 2034–2040 — prototype and initial capability. First carrier laid down; first group assembled and tested; initial operating capability declared toward the end of the decade.
- 2040–2050 — deployment and full capability. Full operating capability mid-decade; multiple groups in service; the doctrine embedded across the coalition's joint forces.

PRODUCTION NOTES
The Weather We Make was filmed over the winter of 2047–2048 across the North Atlantic, Norwegian, and Barents seas, and in coastal communities of Iceland, the Faroe Islands, and northern Norway, under an access agreement with the Northern Maritime Defense Coalition. The agreement guaranteed the film-makers editorial independence and the right to include refusals of access, and required in exchange that no serving member of the Tempest Interdiction Fleet be identified by name or recognizable likeness. Selkie Films accepted these terms and, in the director's words, "took the rope."
All operational specifics — the name and location of the witnessed operation, the detailed characteristics of the attack submarines, and certain sensor and electronic-warfare capabilities — were withheld by the Coalition and are absent from this film. Their absence is itself part of the record.
The director dedicates the film to the fishing communities of the northern seas, from one of which she comes, and to the memory of a grandfather who went into the taking without choosing to, in an age before anyone had learned to make it worse.
