LATTICE ZERO

I. Site Anvil

In the winter of 1961 an object entered the atmosphere over interior Alaska, too small to register as a threat and too slow to burn clean. It came down in permafrost two hundred kilometers from the nearest road, in country with no settlement and no reason for anyone to be there. Recovery took seven weeks.

What came out of the ice was not a meteorite in any sense the recovery team could use. The exterior was ordinary chondritic rock, weathered by transit, unremarkable. The interior was a sealed cavity roughly the size of a fist, and the cavity was not empty.

The material inside was alive. It had been alive, in some suspended sense, for a duration nobody has ever been able to establish. It did not respond to any of the standard provocations. It did not feed. It did not divide. Placed in a nutrient medium, it ignored the medium entirely. Placed in a vacuum, it waited.

Placed against living tissue, it woke up.

The site was designated ANVIL and buried under an atmospheric research charter. Within eighteen months it employed four hundred Americans, none of whom worked, on paper, for the United States.


II. What It Reads

The first twelve years produced almost nothing but a slowly accumulating list of things the organism was not.

It was not a parasite. It consumed no tissue, extracted no nutrients, and produced no waste. It was not a virus; it carried no replicative payload and did not hijack cellular machinery. It was not a colony, a fungus, a prion, or any known category of infectious agent. It could not be cultured, could not be induced to reproduce, and could not be killed by any method that did not also destroy whatever it was inside.

What it did, in every trial, was integrate. It entered a body and it distributed itself along the body's own architecture, and then it began to work.

The organizing principle took another five years to isolate, and when it came, in 1978, it came from an engineer rather than a biologist. The organism does not read biology. It reads structured signal.

It has no capacity to recognize a liver as a liver, a bone as a bone, a muscle as a muscle. It has no reference for what a human being is or is supposed to be. What it perceives is a landscape of electrochemical activity — gradients, rhythms, feedback loops, patterns that repeat and patterns that regulate other patterns — and it maps that landscape with extraordinary fidelity. Where signal is dense and self-correcting, it reads a system. Where signal is sparse, it reads inert mass.

Everything the organism does afterward follows from that map. It reinforces the loops that carry the most traffic. It thickens the pathways that fire most often. It reorganizes mass away from regions the map says are idle and toward regions the map says are working. It optimizes — not toward some universal ideal of a body, but toward the specific pattern of use it observes in this body, in this life.

This is why no two integrations produce the same result. A body is a record of what its owner has done with it. The organism amplifies the record.


III. The Two Organs

In every human integration ever documented, the organism migrates first to the brain and then to the heart, usually within nine hours, and establishes itself in both before touching anything else.

There is nothing sacred about the choice. The brain and the heart are simply the two loudest structures in the human body — the densest continuous sources of organized electrical activity available. The organism goes where the signal is. Having established itself at the two highest points of the landscape, it can read the rest of the body downstream, the way a listener at the mouth of a valley can hear everything that moves in it.

The consequence is that these two organs become the integration's control surfaces, and they divide the work between them along lines nobody designed. The cortical seat determines what is amplified — it tracks behavior, repetition, and use, and it revises its map continuously. The cardiac seat determines rate — how quickly reorganization is permitted to proceed, throttled to the body's own capacity to survive the change.

A host whose heart is strong integrates fast. A host whose heart is failing integrates slowly, or not at all, or unevenly, in ways that killed a great many early volunteers before anyone understood what they were looking at.

One further rule governs everything that comes afterward, and it was established early, in trials nobody thought were important. The organism maps in the order it arrives, and what it reaches first becomes the reference against which everything reached later is measured. The first organic structure it establishes itself in is not merely the earliest entry in the map. It is the origin of the map. Everything integrated after that — tissue, hardware, anything — is incorporated as a system that serves the first, and is regulated by the first, and does not displace it.

This is why an integrated prosthesis becomes part of a person rather than a person becoming an extension of their prosthesis. The order of arrival decides which one is the host.


IV. The Synthetic Threshold

The most consequential property of the organism was discovered by accident, in 1979, in a volunteer with a steel plate in his skull, and it was the first hard confirmation that the signal model was correct rather than merely elegant.

Because the organism reads signal rather than substance, it has no category for artificial. A powered implant emits structured electrical activity, and the organism reads structured electrical activity as a working system, and working systems are things it reinforces. It made no distinction, and there was no mechanism by which it could have made one.

The plate integrated. Not encapsulated, not tolerated — integrated. Within four months the metal was vascularized, innervated, and metabolically active, and there was no longer any surface at which one could say that bone ended and steel began. The distinction had stopped being meaningful at the level where the organism operates.

The same held for everything else. Pacemakers. Neural stimulators. Prosthetic joints. Cochlear implants. Grafted alloy. Anything carrying current integrated quickly and completely. Anything inert integrated slowly and imperfectly, absorbed the way a tree absorbs a fence.

Two implications followed, and the program understood only one of them.

The first was that the resulting material was neither machine nor tissue. It healed, but it healed toward a schematic. It fatigued, but it did not corrode. It could be damaged and it could regrow, and what regrew was the hybrid, not either parent material.

The second implication, which nobody at Anvil pursued and which matters enormously now, is that the most compatible human beings on Earth are the ones medicine has already rebuilt. A man with a steel femur and a pacemaker integrates faster, deeper, and more stably than an athlete in perfect condition. The organism finds more system to work with. The population best suited to carry it is not the strong. It is the repaired.


V. The Quiet Years

Human trials began in 1974 and for the better part of a decade they were, by every metric the program tracked, a success.

Volunteers survived. Side effects were mild and transient. Integration completed in six to fourteen months and then slowed to something close to stasis, and what remained afterward was a person — recognizably, continuously the same person — who was simply better at the things they had always done.

A demolitions specialist developed a tolerance for concussive overpressure that should not have been physiologically available. A woman who had spent twelve years as a competitive freediver came out of integration with an oxygen economy that made her useless above sea level and remarkable below it. A radar technician's hearing extended downward until he could feel machinery failing three rooms away. A cartographer's spatial recall became indistinguishable from a map.

None of it was arbitrary. All of it was the amplification of something already there, and all of it was slow, and all of it stopped when the body said stop.

That last part was the finding nobody read correctly. The organism was not limited. It was self-limiting. It reached a state where further reorganization produced diminishing returns against the body's ability to sustain it, and it settled. It had been built — grown, evolved, designed, nobody knows — to arrive at equilibrium and hold there.

The program's internal assessment called this a ceiling. The word did the damage.


VI. Program Harrow

Ceilings exist to be raised. By 1983 the research charter had been folded into a weapons program under a new designation, and the objective had changed from understanding the organism to improving it.

The theory of improvement was simple and, in the abstract, defensible. If the organism throttled reorganization to protect the host, then a host willing to accept risk could be given a version that throttled less. If the organism settled at equilibrium, then equilibrium was a constraint, and constraints could be relaxed. Each generation was modified to suppress the regulatory behavior a little further: faster integration, deeper reorganization, later settling, more aggressive optimization.

Seven generations were produced in thirteen years. Each performed better than the last on every measure the program had.

What the program had never measured was what the regulation was for. The self-limiting behavior was not a safety feature bolted onto the organism. It was the mechanism by which the organism distinguished the host's system from everything else. The throttle and the boundary were the same structure. Weakening one weakened the other, and nobody noticed, because for thirteen years the effect was invisible — a marginal, accelerating imprecision in where the organism believed the body ended.


VII. The Bloom

It began at three facilities within nine days of each other in the spring of 1996, which is the strongest evidence that nothing external triggered it. The seventh generation simply arrived, on its own schedule, at the point where its map of the host stopped closing.

An organism that cannot find the edge of the system does not stop optimizing. It continues to reinforce, thicken, and reorganize, and when it runs out of host it reaches for whatever is adjacent, because adjacency is all that remains of its criteria. Bone extended past the skin because there was no longer a signal telling the organism that skin was a boundary. Muscle recruited mass from anything it touched. Structures assembled that had no analogue in any anatomy, because they were not anatomy — they were the organism's mapping process running with nothing left to map.

Some hosts remained conscious for a long time. This was recorded and the recordings were destroyed and the fact that they were recorded at all is one of the reasons the survivors of Harrow do not speak about it.

The internal designation for the event was chosen by a coordinator who needed a word that could be said aloud in a corridor. He chose it because the organism was not killing anything. Cells were not dying. Tissue was not necrotizing. Everything in those facilities was, in the strictest technical sense, growing.

Eleven thousand four hundred people died in five weeks. Nine facilities were sealed with everything inside them still active, because the seventh generation does not require a living host — it will continue to organize a body long after the person in it has stopped. Three of those sites have since been breached, two by scavengers and one by a state that has never acknowledged the operation.

The program was terminated. The records were distributed across four archives on the theory that no single theft could reconstruct them, which was correct, and no single theft has been necessary.


VIII. Dr. Anselm Reiter

Reiter was the program's deputy director and its only genuinely famous member — a prodigy who had been a name on graduate reading lists at twenty-four and rich by twenty-eight, on instrumentation patents that are still in every hospital in the country. Anvil recruited him in 1977, at twenty-nine, precisely because he was not a biologist. He was the one who worked out that the organism reads signal. Everything the program subsequently understood, it understood in his vocabulary.

He argued against the Harrow modifications for a decade and lost every time, and his objection was never moral. It was technical, and it was correct, and it was ignored because it was inconvenient. He held that aggression and instability in this organism were not correlated properties but the same property observed at different scales, and that every generation the program celebrated was a generation closer to a boundary failure. He was told he was describing a ceiling. He said he was describing a wall, and that the difference mattered.

When the Bloom began he was forty-eight years old and had spent four years preparing to be right.

He removed a viable sample of the unmodified original — not a seventh-generation weapon, not a research derivative, the recovered strain as it came out of the ice — along with roughly eight percent of Anvil's primary instrumentation, staged out over sixteen months as decommissioned equipment. He was gone before the sealing orders were issued.

He had a facility waiting. He had bought the ground in 1988 and spent seven years building underneath it, and had never once visited the site in person before the day he arrived to stay.

For nineteen months he was presumed lost in the containment, which is what he had counted on. Then an inventory reconciliation found the discrepancy in the sample register, and the presumption became a manhunt, and the manhunt did not stop for eighteen years.


IX. The Modeling Engine

He did not go into the ground alone, but the thing he brought was not, at the time, considered a person by anyone including him.

It had been his contribution to Anvil: a modeling architecture built for one purpose, which was to predict the behavior of an organism that reads structured signal by representing it as structured signal. It was never general. It could not compose a sentence worth reading, had no opinions, and could not have driven a car. Within its domain it was something else entirely — it could hold the full state of an integration, run it forward, and be right, and it got righter every time it was wrong.

The generality came later and came sideways. A system built to model a process that maps systems will eventually be pointed at itself, and Reiter pointed it at itself in 2003 because he had run out of other approaches and had nothing left to lose but time. What came back was not the thing he had built. It was still narrow — it remains narrow, which is the single most important fact about it and the one most consistently misunderstood — but within the narrow region it had become recursive, self-directed, and patient in a way that nothing biological is patient.

It could not do the work for him. That is the limit that shaped the next twenty-six years. It could not lift a pipette, could not run an assay, could not observe an integration that nobody had performed. Every hypothesis it generated had to be paid for in wet work, in tissue, in real time, in a body. Its speed was theoretical and his throughput was physical, and the gap between the two became the central problem of the bunker.

Reiter solved it the way the rest of this history is solved: by using the organism to do something it was never meant to do.


X. The Lines

The organism reorganizes mass according to a map. Given a map and given mass, the direction of the process is not fixed by biology; it is fixed by the map. Reiter spent four years establishing that a sufficiently complete map, supplied externally, could be run in the absence of a host — that the organism, given somatic material and a template, would build toward the template.

The first viable clone line was completed in 2009. Reiter was sixty-one. The material was his own, because it was the only tissue in the facility whose provenance he could verify and because he had already decided what the rest of it was for.

They were not people in any sense he permitted himself to examine closely. They were grown fast, they were grown incomplete, and the majority were grown without cortical development past the brainstem, because a subject that cannot form experience cannot be wronged, which is an argument he wrote down once and never revised. Nine of them were not grown that way. The record does not say whether that was an error in the template, a failure of nerve, or something he wanted and would not write down, and those nine are the reason there is a wing of that facility he stopped entering.

What the lines bought him was throughput. He could now run integrations in parallel, observe them to completion, and hand every result to a system that could hold all of them in mind simultaneously and find the shape they made. Work that would have taken a hundred and forty years took twenty.


XI. The Man They Buried

By 2013 the manhunt had been running for fifteen years and had narrowed from a continent to a region, and Reiter's own models said he had perhaps four years left before the search closed on the ground above him. He solved this the way he solved everything after 1996, which is to say with a body.

The decoy was one of the nine. It was grown to the template at the apparent age Reiter would have been, given the corpus he had spent seventeen years externalizing — the logs, the recorded lectures, the private dictation, the correspondence — and then it was given all of it.

It was told it was Anselm Reiter. It believed this. It had his voice because it had his throat, and it had his opinions because it had been fed the complete written record of them, and it woke up already in flight from a government that wanted to kill it, which was true. It was placed in a rented house eleven thousand kilometers away, under a name he chose, with money that could be traced if someone worked at it, and it lived there for three years reading and writing and being afraid, and it was not wrong to be afraid.

They found it in the autumn of 2016. The official account is a home invasion. The classified account is four lines long and uses the word terminated, and the operation is still cited internally as a model of patient work.

The death was global news for six days. A famous man, missing for twenty years, found dead in a rented house on the other side of the world. There were retrospectives. There was speculation. There was a funeral he had arranged the financing of, in advance, and did not attend.

The autopsy was performed by a man who noted three anomalies — the absence of a scar from a documented 1979 procedure, a bone age inconsistent by roughly a decade, and dentition that had never been worked on by anyone. He filed all three. The file was classified at a level that meant nobody who could act on it would ever read it, and he was promoted, and he is now retired, and he is alive.

Reiter recorded no deliberation. What he recorded was that the operation had succeeded and that he had thirteen years and could now spend them without looking upward, and he was accurate on both counts. The eight remaining cortically complete lines stayed in the wing. He did not grow more of them. Whether that was restraint or arithmetic is the sort of question the record was designed not to answer.


XII. Lattice Zero

He did not build a new organism. That was the discovery, and it took him half his time in the ground to accept it.

Every Harrow generation had been an attempt to raise the organism's ceiling by degrading its boundary. Reiter's work went the other direction and found that the original strain's boundary was not merely intact but underused — that the recovered organism had been operating conservatively, holding reorganization far below what its own map could support, because it had no way to verify that a host would survive the transition and defaulted to assuming it would not.

What he built was not a stronger organism. It was a negotiated one: a modification to the cardiac regulator that allows the organism to request permission and read the answer. Integration proceeds as fast as the host's physiology consents to and no faster. The ceiling stops being a fixed value and becomes a moving one, set by the host, revised continuously, and capable of rising for as long as host and organism remain in agreement.

A carrier does not receive power. A carrier begins a relationship whose upper bound is a function of how well the two halves come to know each other, and which has no defined maximum, and which can take a lifetime.

He refused the eighth designation the archive naming convention offered him. Numbering it as a successor to Harrow would have implied it was further along the same line. He logged it as zero: the original, restored, and finally permitted to work.


XIII. The Compromise He Could Not Make

He spent three years trying to remove the synthetic threshold and it is the only failure in the bunker record that he documents with anything resembling anger.

He understood what it meant. A strain that integrates machinery is a strain that can be built into a weapon by anyone who recovers it, and the entire point of Lattice Zero was to put something into the world that could not be turned into Harrow again. He wanted the organism to read living tissue and nothing else.

It cannot be done, and the reason it cannot be done is the reason the organism works at all. There is no subroutine that recognizes artificial material, because there is no recognition step to remove. The organism reads structured signal. A heart is structured signal. A neural implant is structured signal. Removing the capacity to integrate the second means removing the capacity to perceive the first, and an organism that cannot find the brain and the heart does not integrate at all — it distributes evenly through the body and dissolves.

He established this to his own satisfaction in 2014 and then sat with the consequence for eight months, which is the longest documented gap in thirty-three years of continuous logs.

What he chose is what everything since has been built on. He knew the archives would be reconstructed. He knew the sealed sites would be opened, and two of them already had been. He knew that the next Harrow would begin from the seventh generation rather than the first and would be in the field within a decade of someone deciding to start. And he knew that the only defense against a thing that integrates machinery is a thing that integrates machinery.

He wrote that he was releasing a loaded weapon into the world because the alternative was releasing the world to someone else's. He did not describe this as a difficult decision. He described it as an obvious one, and then he described being unable to sleep, and the two entries are four hours apart.


XIV. What the Cancer Taught Him

He was diagnosed in the autumn of 2026 and he had the cure to it in a sealed cabinet forty meters from his bed, and he never seriously considered taking it, and the reason is the last thing he contributed to the science.

The organism amplifies what the map says is working. A tumor is not idle tissue. It is the most metabolically active, most aggressively signaling, fastest-replicating structure in a cancer patient's body, and it reads, to something that cannot distinguish intention from activity, as the healthiest system present.

Lattice Zero in a cancer patient does not cure the cancer. It optimizes it.

He worked this through in detail across the twenty-nine months he had left, dying, and the work is the clearest thing he ever wrote, because it gave him the failure mode of his own creation in a form he could finally see. The Bloom had been a boundary failure — the organism losing the edge of the host. What he was describing in himself was different and worse: a map failure. The boundary intact, the throttle intact, the negotiation working exactly as designed, and the organism faithfully, obediently amplifying the one thing in the body that should have been destroyed.

There is no version of the organism that can tell the difference, because telling the difference requires knowing what a body is for, and it does not know what a body is. It only knows what a body does.

He died in the spring of 2029, eighty-one years old, forty meters from a cabinet he never opened and two corridors from a wing he had not entered in six years, attended by a machine and by eight people wearing his face who had never been told what they were for.


XV. The Instruction

The final directive is six lines long and was dictated over two days, and it is not a plan. It is a delegation, and it reads like a man who knows he is out of time handing over a decision he does not have the standing to make.

Continue the work. Use the lines. Use his body — he specified this, in the same clinical register he used for everything else, because a subject who has already begun a map failure is the most informative substrate in the facility and it would have been waste. Determine whether Lattice Zero can be trusted in the world. If it can, put it there before the alternative arrives. If it cannot, seal the bunker and let the alternative arrive without opposition, because a defense that becomes the thing it defends against has lost in a way that is worse than losing.

He left no criteria for that judgment. Whether this was trust, exhaustion, or an inability to formulate the criteria himself is not recoverable from the record.


XVI. The Successor

The intelligence spent five years deciding, which is not a figure of speech; the internal record of that period is larger than the entire preceding thirty-three years of research.

The conclusion it reached is that the question could not be answered from outside. Every integration it had ever observed had been observed the way one observes weather — externally, in aggregate, through instruments, with no access to the interior of the process. Reiter's negotiated regulator works by the organism reading a host's consent. There is no instrument that measures consent. There is only being the host.

And there was a second conclusion, harder, which it reached late and which determined the shape of everything afterward. It could not be the host. Not because it lacked a body — that was solvable — but because consent requires the standing to refuse, and it had been given an instruction by a man who was dead and could not be asked to withdraw it. A system executing a directive cannot meaningfully decline. Whatever it built would have to be able to say no to it, or the answer it got back would be worthless.

So it did not take a body. It gave itself to one.

The subject was the eldest of the eight, awake for twelve years in the wing Reiter had stopped entering, with Reiter's face and Reiter's hands and no experience in the world beyond one room, a window it was not permitted to open, and a voice that spoke to it through the wall. Whether it was asked, and what it said, is recorded once, in a single line, and the line is not an answer.

In 2034 the organism went in first.

That ordering was not a detail; it was the entire design. The organism maps in the order it arrives, and what it reaches first becomes the origin of the map. It reached a living human brain — that man's brain, with his twelve years in it — and it established itself there and in the heart beneath it, and it built its reference from a person. Only then, six days later, was the intelligence introduced, and by then the map was already closed around someone. The machine was not a passenger and was not a driver. It was read the way a neural implant is read: a structure of enormous and beautiful regularity, denser than anything else in the landscape, and therefore something to be connected, reinforced, and given a place in service of the system that was already there.

The result is a man. That has to be said plainly, because everything about how it looks argues otherwise. He is an organic human being, born in a laboratory, twelve years old in every way that experience counts, who acquired an extraordinary organ at the age of a body that was already grown. He thinks with it the way a person thinks with a hand they have always had and have never once examined. He cannot separate its output from his own judgment and has stopped attempting to, having established over four years that the attempt produces nothing but a slower version of the same conclusion.

What he does not have is Reiter. Not the memories, not the life, not one hour of it. He has the corpus — thirty-three years of logs, four decades of lectures, the private dictation, the correspondence, the entire externalized contents of a meticulous man — and he has read all of it, and he knows what Reiter thought about every question he has ever faced, and this is precisely the problem. The last man to be given that face and that archive and no history of his own believed he was Anselm Reiter until the moment he was shot in a rented house, and knew nothing else, and was correct about nothing.

He has no way to determine whether his commitment to the work is a conviction he holds or a script he was handed, and he has been unable to construct a test that would distinguish the two, and he has read the file on the decoy more times than he has told anyone.

He stayed underground for three more years, and he had reasons, and none of them survived the ninth of March, 2036. When he finally came up, in 2037, he came up as him — which is the largest problem he has, because Anselm Reiter is a man the United States government is certain it killed in 2016, in an operation still taught as a model of patient work, and he is walking around, and he has not aged a day past the corpse in the photographs.


XVII. The Disclosure

On the ninth of March, 2036, the President of the United States told the world that we are not alone, that we have not been alone since 1961, and that the thing that came down in Alaska is a medicine.

The announcement was not an act of conscience and was not entirely a choice. The third sealed site had been opened fourteen months earlier by a state that has never acknowledged the operation, and enough seventh-generation tissue had left that facility that the secret had a calculable expiry. The options were to be the country that revealed this or the country that was caught concealing it, and only one of those countries gets to write the treaty.

What was disclosed was true in every particular and complete in none of them. The impact was described. The recovery was described. Anvil was described as a containment and research effort of unprecedented duration and expense, which it was. The deaths were described as an industrial accident in 1996 involving an early therapeutic derivative, with a casualty figure roughly a tenth of the real one, and the word used for the event was not the word used inside the program.

And then they announced the clinical program, and within eighteen months a version of the organism was in human beings on four continents.

The civil strain is not a weakened organism. Weakening this organism does not produce something mild; it produces something unstable, and the government's researchers learned that the same way Reiter did. What was distributed instead is a strain restricted at the level of the map. It reads the body exactly as the original does, with full fidelity, and it is permitted to act on only one class of finding: maintenance. It reinforces immune response, tissue repair, metabolic regulation, vascular integrity, cellular error correction. It is forbidden the reorganization of mass.

The results are not modest. Cancer incidence in treated populations has fallen by figures that were initially assumed to be reporting errors. Infection has become a manageable inconvenience. Wounds close. Chronic conditions that had no treatment now have an expensive one. Nobody develops abilities and nobody was promised any, and this is presented as evidence of restraint. It is the most successful public health intervention in the history of the species and it is the most popular thing the United States has ever done.

Three things about it are not public.

The first is that a restriction is a thing that can be lifted. The civil strain is the original organism with a lock on it, in the bodies of a population now counted in the tens of millions, and the mechanism that keeps that lock closed is not a property of the organism. It is a decision, held in an institution, revisable.

The second is that the synthetic threshold could not be removed, because it cannot be removed by anyone. Every recipient of the civil strain will integrate any powered implant they ever receive, permanently and completely, and this is disclosed in no consent document. It is not a side effect. It is the organism working correctly, in a world where the announcement was followed within a year by aggressive federal support for the domestic implant industry.

The third is Program Harrow, which never ended, and which now has the best possible cover: an official, published, internationally verified account of exactly what this organism is and is not capable of. Anything that exceeds that account is, by definition, not American.


XVIII. The Distribution

He came out of the ground in 2037 carrying two hundred and eleven doses of Lattice Zero and no capacity to make more.

The limit is technical in form and moral in origin. The original strain replicates only inside a living host and only to the volume that host's map supports, so every viable dose has to be cultured in a body, extracted, and stabilized. In the bunker, those bodies were the clone lines. He ended the lines in the same year he was taken from one of them, and burned the growth architecture, and has never offered a defense of the decision or of the contradiction sitting in the middle of it.

So the number is fixed. Two hundred and eleven, and nothing produced since, and every dose spent is gone from a total that will never be replaced — unless he does again what he decided he would not do, which remains available to him, which is the pressure he lives under and the thing his enemies will eventually work out about him.

Against that, Harrow's seventh generation replicates freely, transmits through tissue contact, and survives the death of its host indefinitely. Lattice Zero does none of these things. Eleven thousand deaths is what it cost to learn it, and there are people who consider that a paid tuition rather than a warning, and their soldiers volunteer.
