Launch Alternatives

This document tests one alternative to the launch in Launch Scope. Resident Evil Online would launch as a hub of the series' familiar multiplayer modes, Outbreak, Mercenaries, and Versus, and Survivor would become future development. It is written in the Service's register. It changes nothing in the other documents: it sets out what the change would cost, earn, gain, and lose, so that the decision can be made. Every figure marked [A] is an assumption of this document, made with the business case's own model (The Business Case).

What the Documents Already Say

The alternative has real support in the canon.

  • The Purpose is a hub. Resident Evil Online is the franchise's home for everything that is not a campaign: every extra and multiplayer mode is made and played here, so that the main games can stay wholly campaign (Project Overview, The Purpose). Survivor is the one mode in that home that the series has never had.
  • In the Night, the old exercises came first. Outbreak, the score trials, and the contests are exercises ΜΝΗΜΗ inherited from the records; Survivor is the one she made herself (Future Development, The Inheritance). A launch of the old exercises, followed by Survivor, would tell the lore in its own order: she replays what was, and then makes what has never been.
  • Outbreak shares Survivor's body. The stages, the Threshold, the paces of the clock, going down, and Resonance are the same in both survival modes, so a player who learns the virus in one has learned it in the other (Future Development, The infection in Outbreak).
  • The modes need only parts of the world. Every scenario of Outbreak and every Mercenaries stage is a bound of the Raccoon City of 1998 (The Worlds, Bounds on Each World). A launch of those modes needs those bounds, not the whole city.

What a Hub Launch Would Hold

ModeAt launch?Why
Outbreak, four scenarios: Outbreak, The Hive, Hellfire, Below Freezing PointYesThe one online Resident Evil the fans kept alive themselves, and the one they ask for by name (Audience and Genre). The four are the first four of the roadmap that was (Future Development, The roadmap that was)
Mercenaries, on the Hospital, the Laboratory, and the MetroYesExpected in every Resident Evil, and cheap: its stages are the same bounds Outbreak builds
VersusNo"Modes the community already knows" is not the same as modes it wants. Every PvP-first Resident Evil failed: the paid Versus of Resident Evil 5, Umbrella Corps, Re:Verse (The Service, What the Record Shows). Launching with it would repeat the launch the fans already refused
RecollectionsYes, as frames over OutbreakLow cost; Outbreak's own Infinity, Lone Wolf, Elimination, and Showdown are Recollection frames (Outbreak, From the Old Exercise)

What It Costs and Earns

The hub keeps every line of the Survivor launch's build and scales each to what Outbreak and Mercenaries need [A]: the core at 70%, since hunger, the extraction's seats, the four shapes, Exposure, and Petitions are not built; the city at 40%, its five bounds instead of the whole; the server at 50%, sessions of four instead of a hundred; the story line at 60%, the scenarios' chains, events, and endings instead of story nights; the eight's capture at full cost, replacing the companions'; the Echoes at full cost, since partners fill every empty place from the first day.

Survivor firstHub first, run at FullHub first, run at Standard

Result at 3 million copies−$286M−$215M−$173M
Result at 7 million copies−$190M−$118M−$76M

All [A], with the same price, fees, players, and decline as The Business Case. The hub's retention is assumed equal to Survivor's; a game of fixed scenarios is more likely to keep fewer players, so the hub's figures are its best.

What the hub could sell. The games most like it, four players against the dead, sold well below its break-even:

GameWhat it sold
Resident Evil Outbreak (2003)1.45 million
Operation Raccoon City (2012)2.8 million
World War Z (2019)More than 3 million copies in its first six months; 25 million players across every platform by December 2024
Back 4 Blood (2021)More than six million players in its first weeks, on Game Pass as well as sold
Helldivers 2 (2024)Over 20 million copies by January 2026 (Market Precedents)

Only Helldivers 2 sold more than the hub needs, and it was not a game of fixed scenarios. A hub that sells like World War Z or Operation Raccoon City loses about $170–215M; Survivor in its Base case loses about $190M. The hub lowers the stake and does not change the answer: neither order pays for itself short of a hit. What costs the money is the live service, not the mode.

What It Gains

  • The fans' own ask, first. Outbreak and Mercenaries are the two things the online fans ask for by name, and neither is in the current launch (Audience and Genre, Resident Evil Online Against That List).
  • No PvP at launch. The one thing the fans refused is not in the box.
  • No empty queue. Outbreak fills every empty place with the eight, played by ΜΝΗΜΗ until she has watched enough and by Echoes after (Outbreak, Partners and Calls). A night of Outbreak needs one player. The Miss case's empty queues, which end Survivor (The Business Case, Population), do not end the hub.
  • A smaller bet. About $70M less to build, closer to what Capcom has put into an online spin-off (The Business Case, Capcom's Decision).
  • The lore in order. ΜΝΗΜΗ replaying the old exercises, and then making her own night, is an arc the documents already hold.

What It Loses

  • The only thing no one else has. The story night, the one element of the design with no precedent in its genre (Audience and Genre, What Resident Evil Online Has That Its Genre Does Not), is Survivor's alone (Future Development, Which Rules Would Hold Where). Without it the hub is a remake of Outbreak with a director, in a genre where World War Z, Back 4 Blood, and Left 4 Dead 2 already stand. Its difference is the brand.
  • Survivor, probably for good. Survivor would open only if the service could pay for it (Seasons and New Content, The Order of Arrival). Its part not shared with the hub costs about $71M to build, before marketing it [A], more than any tier's content budget, as the Valley is. The hub reaches the sales that would pay for it only as a hit. Short of a hit, Survivor later means Survivor never.
  • Mercenaries sold, not given. The fans received Mercenaries free in the Resident Evil 4 remake and complained when the Resident Evil 3 remake had none. The Mercenaries 3D (2011), the one time it was sold alone, was rated 65 on Metacritic and criticized for too little content at its price. Mercenaries can draw players to the hub; it cannot carry its price.
  • Most of the specification. Parts 02-core-systems to 05-story-nights are built for Survivor. Of the hub's modes, Outbreak is specified at a launchable depth; Mercenaries is not: Mercenaries names no stage, no character, and no loadout.
  • The lore's first home. The lore is found a piece at a time in Survivor (Project Overview, The Purpose), and the waking of a sleeper as nobody happens only there (Future Development, In the Night). A hub would have to carry the Sealed File through Outbreak, where every sleeper wakes believing they are one of the eight.

A Third Order

The documents already hold a launch between the two: Survivor and Outbreak together, as the roadmap that was put them (Future Development, The roadmap that was).

  • What it adds. Outbreak on top of Survivor builds no new map: bounds, seals, the scenarios' escapes, the eight's capture and voices, and the scenarios' chains (Outbreak, The Scenarios). About $15M for the four scenarios (range $10–25M) [A].
  • What it costs. The break-even moves from about 16.9 million copies to about 17.5 million. Outbreak pays for itself if it adds about 0.6 million copies to the Base case, about 40% of what Resident Evil Outbreak sold alone in 2003 [A].
  • What it does. It answers the fans' first ask on the first day, gives every fan who will not play against strangers a way into the game, and keeps the story night. And because Outbreak shares Survivor's body, its four-player nights teach the virus, the Mark, going down, and the cure among friends before a player meets sixty-three strangers. That is the problem Audience and Genre leaves open: where a player's first nights are played.
  • What it breaks. The Scope Rule: "a system listed after the launch is not pulled forward to solve a launch problem" (Launch Scope, The Scope Rule). Outbreak builds no new system, but it is listed after the launch, and bringing it forward is a decision to make that exception knowingly.

Verdict

Do not invert the launch. The hub is cheaper, safer with a small population, and closer to what the fans ask for, but it does not make the project pay, it gives up the one thing no competitor can copy, and in every case short of a hit it ends Survivor. The order the evidence supports is Survivor and Outbreak together, Mercenaries next, Versus last, at the cost of an exception to the Scope Rule.

Open Questions

  • Whether to make the Scope Rule's exception for Outbreak.
  • How many of Outbreak's ten scenarios the launch holds, if it holds any.
  • What Mercenaries is: its stages, characters, and loadouts, which no document yet names.
  • Whether the Purpose's promise, that the main games give up their extras, survives the fans' reaction to losing a free Mercenaries.
