Audience and Genre

This document asks three questions about Resident Evil Online. What do the people who already love Resident Evil want from it online, and what have they refused? What does it have that the games of its genre do not, and is that enough to be a new genre, or only a new game? And whom, fans or not, can it draw? It is written in the Service's register. Its evidence is what players did, with games and with their money, and what they said in reviews; it is never a survey of opinion. Market Precedents reads the market; this document reads the audience.

The Premise Under Test

Resident Evil Online launches as Survivor and nothing else (Launch Scope). Outbreak, Versus, Mercenaries, Recollections, Endless, and the Refuge are kept as possible future development: none is scheduled, and each opens only if the service can pay for it without taking anything from Survivor (Future Development). No case in the business case pays for one. The richest tier, Full, spends $10M a year on content, and that pays for the seasons; in the Base case the service runs at Keep-alive from the Opening on, with $0.3M a year for content. The largest addition any case funds is the Valley, a world and not a mode, built only in the Hit case and paid for outside the tiers (The Business Case, Running It, Four Cases).

So the question "is it different enough to attract players" has to be answered for Survivor alone. The other modes can make a successful Survivor last longer and reach further. They cannot rescue one that does not draw players on its own. They are judged below on what they would add if Survivor succeeds.

What the Resident Evil Community Wants Online

The Record

GameWhat it wasWhat happenedWhat it shows
Resident Evil Outbreak and File #2 (2003–2004)Four-player co-op survival horror: eight ordinary people, an infection gauge, ad-libs instead of microphones, scarce items1.45 million copies for the first file. The official servers closed in 2007 and 2011; fans rebuilt the online service from packet captures and restored it in 2014, and still run it. Calls for a remake recur in the press every yearA small, durable community wants co-op survival horror with ordinary people, scarcity, and an infection that runs inside the body
Operation Raccoon City (2012)A squad shooter in the city's last days, with Leon, Claire, and Jill to fight against2.8 million copies, Metacritic 48–52. IGN called it "a poor man's SOCOM and a destitute man's Resident Evil"The fans bought the city and its people, and then judged the game as a Resident Evil and found it wanting
Resident Evil 6, Agent Hunt (2012)Other players dropped into a campaign as its creaturesA side mode, never brought backThe idea of a person inside a monster is old in the series
Umbrella Corps (2016)A competitive shooterNever on Capcom's million-seller list; Metacritic 36–38. Critics called it a generic shooter with a Resident Evil skinThe fans refuse Resident Evil worn by another genre
Resident Evil Resistance (2020)Four survivors against one Mastermind, packed in with the Resident Evil 3 remakeA Steam peak of 4,181; Steam reviews Mostly Negative, 39% positive across 2,362. Reviews complain of empty queues, abandonment, and pay-to-winAn asymmetric game can draw Resident Evil players, and loses them to a thin population and anything that sells power
Resident Evil Re:Verse (2022–2025)A five-minute PvP deathmatch in which the dead return as bioweapons, packed in with Village behind a premium pass2,080 Steam players in its first month, never above 100 after its second; shut down in June 2025. Its reveal was met with open displeasureA PvP shooter "makes absolutely no sense in the context of Resident Evil", as one critic put it, and the fans agreed by not playing it
The Mercenaries (in Resident Evil 3, 4, 5, Village, the 4 remake)A score attack against a clockGiven free in the Resident Evil 4 remake in April 2023; its absence from the Resident Evil 3 remake was among that game's complaintsThe extra the fans expect in every game
Dead by Daylight's Resident Evil chapters (2021, 2022)Nemesis, Leon, Jill, then Wesker, Ada, and Rebecca, in someone else's asymmetric horrorTwo chapters a year apart, the second with a large cosmetics lineResident Evil's people sell in a multiplayer horror game that respects them

What is not in the record. Capcom's own surveys ask the fans which games to remake, not which online games to make, and the polls that ask fans to choose a remake did not even list Outbreak. The demand for Outbreak is real and loud in the press and among its players; it has never been measured against the size of the series' audience. The fair reading is that the Resident Evil audience is mostly a single-player audience, and that the part of it that plays online is small and specific (The Business Case, What the Fans Are Worth).

What They Want

  1. Survival horror, played together. Outbreak is the one online Resident Evil the fans have kept alive themselves. Co-op, ordinary people, scarcity, an infection that runs out.
  2. The series' own things. Its people as they were, its places as they stood, its monsters, its puzzles, its safe rooms, its herbs. Operation Raccoon City sold on the city and its people before anyone had played it.
  3. The Mercenaries. Every time.
  4. Story that adds to the series. Not a mash-up of assets, but something that says more about the world.

What They Refuse

  1. Resident Evil as a competitive shooter. Umbrella Corps, Re:Verse, and the deathmatch modes before them. Every PvP-first Resident Evil failed.
  2. Leftovers and pack-ins. Resistance and Re:Verse came in the box with other games, and were treated as extras.
  3. Paying for power, or paying before playing. Resistance's pay-to-win complaints, Re:Verse's premium pass, the Resident Evil 4 remake's weapon tickets (The Service, What the Record Shows).
  4. A game that dies. Outbreak's servers closed twice; Re:Verse was switched off. What the fans could not play anymore, they remember.
  5. An empty queue. Resistance's most common complaint was the wait.

Resident Evil Online Against That List

The fansResident Evil OnlineVerdict
Survival horror, played togetherSurvivor is survival horror first: the dead, the virus, and the Heavy are the main threat, and survivors who wake alone can make squads of up to four in the night (Survivor, Squads). But every stranger can kill themPartly. It is horror together, inside a night where other players are a danger. The PvP the fans have refused is in it, as a choice rather than the point
The series' own thingsThe whole Raccoon City of 1998, its people on their threads, the Nemesis in every night, the people of Outbreak among the Stranded, the R.P.D.'s medallions, the safe rooms, the herbs, the classic looks as recorded (Story Nights and the People of the Records, The People of Raccoon City, 1998, Objectives, Restrictions, and Events, Puzzles)Yes, more than any online Resident Evil has offered
The MercenariesA future mode, not scheduled (Mercenaries)No, at launch
Story that adds to the seriesΜΝΗΜΗ, Pithos, the Sealed File revealed season by season, and story nights that play the records differently every nightYes, and it is the part no other game can copy
No competitive shooterFighting the living is possible, never required; a night is won by leaving, not by killing (Survivor, Winning)Yes, with a risk: the fans who hear "PvPvE" may hear Re:Verse
No leftovers or pack-insA game of its own, sold on its ownYes
No paying for powerNothing sold changes a night; nothing random is sold (The Service, The Promises)Yes
A game that does not dieEvery piece opens offline within a year; if the service ends, nothing goes dark (Offline and Ownership)Yes, and it answers the series' own history directly
No empty queueEchoes fill up to a quarter of a night; regions merge; nights start at forty (The Business Case, Population)Yes, unless the launch misses badly

Resident Evil Online answers almost every refusal in the record. Where it falls short is that the two things the online fans ask for by name, an Outbreak and the Mercenaries, are not in the launch, and the one thing they refused, other players as enemies, is.

What Resident Evil Online Has That Its Genre Does Not

Every system in Survivor has a precedent somewhere. The table names the closest shipped one, and what Survivor does differently.

In SurvivorThe closest precedentWhat is differentHow new
The clock inside the body (The Infection)Outbreak's virus gauge (2003); Dying Light 2's immunity timer (2022); Project Zomboid, where a bite is deathIt is per survivor, invisible, read only from the body, and starts at a different minute for everyoneA known idea, used at a new scale
One cure, earned privately, dropped publicly (Elpis in the Night)Battle royale airdrops, contested by everyone who sees them; Hunt: Showdown's bounty, earned by one team and revealed to the restThe cure is earned by one survivor's road and falls where everyone can run for it; earned is not ownedA new combination
The hidden bite (The Living)Social deduction: The Thing (2002), where infected squadmates broke trust; Among Us; Dread HungerNo one is dealt a role. Anyone can become the one with a secret, at any minute, by bad luck, and can hide it until FractureA new combination
The infected keep playing as monsters (The Turned)Infection modes in Halo and Call of Duty; Outbreak's fallen hunting their team; Resident Evil 6's Agent Hunt; Dead by Daylight's killersThe shape depends on the strain and on how the Turn came, quick or long, quiet or loud; and the Turned have no victory, only HuntsA known idea, with new rules
A director with Laws (ΜΝΗΜΗ as Director)Left 4 Dead's AI Director; Alien: Isolation; Helldivers 2's human Game MasterShe is a character with a voice, rules that bind her, and a story of her own, and she never liesA known technique, made into a character
The story night (Story Nights and the People of the Records)Fortnite's one-time live events; Sea of Thieves' scripted Tall Tales; single-player games like Hitman, whose people keep their schedules around the playerA canonical story, with its people walking their threads among sixty-four strangers, every night differently, and every beat breakable by anyoneNew. No multiplayer survival, extraction, or battle royale game has done it
Voice heard by the dead (Presentation and Technology, Voice, in Practice)Phasmophobia, Lethal Company, R.E.P.O.How hard a voice is spoken, not the microphone, decides who hears itA proven idea, done more carefully
No HUD; the body is the status (Survival, Self-Examination)Dead Space's suit; Metal Gear Solid 3's Cure screen, where wounds were treated one by oneExamining yourself is public: whoever is close sees what you seeA known idea, made social
Looks as recorded (Story Nights and the People of the Records, As Recorded)Halo: Combat Evolved Anniversary's switch between old and new graphicsOld and new records stand in the same street at the same timeSmall, and new
Seats, not survival, decide the winner (The Extraction)Extraction games' exits; some of Tarkov's exits limited to one groupA few seats for many, and every infected passenger costs the rest (The Economy, Exposure)A new combination
Echoes of real players (The Echoes)Forza's DrivatarsBuilt from horror choices, not driving lines, and a player can meet their own in an offline nightKnown in racing, new here

Four of these are new combinations and one, the story night, has no precedent in its genre. Each of the others is borrowed from a game that proved it works. That is the strongest position a design can have: nothing in it is untested, and the whole has never been made.

Is It a New Genre?

Not by itself, and that is not what decides whether it succeeds. A genre is named by players after one rule becomes the reason they play: last one standing made the battle royale, leave with what you found made the extraction game. Survivor has no single rule of that kind. Survivor calls it an extraction game played as survival horror, which differs from the extraction shooters in one rule: no item is carried in and none is kept. That one rule is larger than it sounds. It splits Survivor between two existing structures:

  • The start of a battle royale. Everyone arrives empty-handed, scavenges, plays one match, and keeps nothing. That is battle royale's loop, not the extraction game's.
  • The end of an extraction game. The night is won by leaving, as many win as there are seats, and no one has to be last. That is why Survivor is right that it is not a battle royale.
  • Two layers neither has. Survival horror as the main threat, and a social-deduction layer, the hidden bite, that neither genre has ever had.

It belongs fully to neither. That matters most for the extraction audience. What keeps players in ARC Raiders and Tarkov is the gear they carry out and bring back: the risk of losing it and the slow climb of what they own. Survivor deliberately has none of it. Its progression is Hardening, the Ledger, and what a player wears (The Survivors, The After-Action Report, Cosmetics and the Dossier). An extraction player who arrives looking for that loop will not find it, and will be right that it is missing.

What Survivor offers in its place is what neither genre has: the reason to come back is not what you own, but what happened. Who was bitten, who lied about it, who took the dose, who was left at the door. That is the loop of the social-deduction games and the voice-horror games, whose audiences are large and whose games are short (Market Precedents).

The honest name for it is a survival horror game for sixty-four strangers, won by leaving. If a genre comes out of it, players will name it after the moment they share most, and the documents already say what that moment is: you, or them? (Dilemmas).

Whom It Can Attract

WhoHow manyWhat draws themWhat keeps them away
Resident Evil fans who play onlineSmall: the best online Resident Evil sold 2.8 millionThe city, its people, the story night, the Nemesis, the records as recorded; a game that will not be switched offOther players as enemies; the memory of Re:Verse and Umbrella Corps; no Outbreak, no Mercenaries at launch
Resident Evil fans who do notMost of 213 million unitsThe story night, and ΜΝΗΜΗ's worldOnline at all. Every map launches online only, and opens offline after a hundred thousand finished nights or twelve months, whichever comes first (Offline and Ownership)
Extraction playersARC Raiders' 16 million, Tarkov's coreHigher stakes than any extraction game: the clock in the body, the cure, the seatsNo loot to keep, no gear to build. They will compare it to what it deliberately is not
Voice and social-deduction playersLethal Company's 10 million, Phasmophobia's 20 million, Dread Hunger's millionThe whisper that saves a squad, the shout that dooms it, the bite no one admittedIts length, its complexity, and its price against games that cost $10
Zombie-survival playersDayZ and Project Zomboid, both still setting records years inA zombie city full of strangers, trust, and betrayalA night that ends; DayZ's world never does
Streamers and their audiencesEvery hit in Market Precedents spread through themMoments a stranger understands in thirty seconds: the drop and the scramble, the marked stranger at the Subway's door, a squadmate turning in a helicopter, the Nemesis walking through a crowd toward JillLong silences, and a night that can last an hour and a half

What it needs to draw people who are not fans is the four moments in the last row, and they are already in the design. None of them needs the player to know Resident Evil. Each of them needs the player to understand a rule they were never told, which is the risk.

What Stands in the Way

  • Complexity. Six strains, four stages, roads, Petitions, Embraces, Hunts, the Doorstep Record, hunger and thirst, Self-Examination, the Crossing: no game in Market Precedents asked a new player to learn this much without a HUD, and Marathon's reports name its learning curve among its first problems. What a player's first nights teach is set in ΜΝΗΜΗ as Director (A File's First Nights); the rest of the depth is still learned by playing.
  • Length. No one gets out of a Survivor night in its first hour unless the dead have already brought the living down to the seats; the signal rises by minute 90 at the latest, and the city falls twenty minutes after it (The Extraction, The Session, Scale). A night that goes the distance lasts eighty minutes to almost two hours. An ARC Raiders raid lasts thirty. The Turned keep playing, which keeps the bitten in the night, but a clean survivor killed at minute ten has the rest of it only to watch.
  • PvP in a series that refused it. The fans who have read about Re:Verse will hear "PvPvE" and stop listening. The design's answer, that the living are a choice and the dead are the point, has to be shown, not said.
  • The name of the mode. Resident Evil Survivor (2000), the first of the Gun Survivor spin-offs, is rated 39 on Metacritic. The fans who remember it will hear it in "Survivor".
  • How the game describes itself. Survivor used to open with Extraction survival horror · PvPvE. Both labels were accurate, and both named the comparisons Survivor loses: "extraction" to the games with loot, "PvPvE" to Re:Verse in the fans' memory. Readers of the published documents did stop there, taking it for a generic extraction shooter. It now opens as survival horror among strangers, won by getting out, and Start Here answers the comparison directly.

The Modes Beyond Survivor

Each future mode, against what the community has done and what the market has shown.

ModeWhat the record saysVerdict
Outbreak (Outbreak)The one online Resident Evil the fans kept alive themselves, and the one they ask for by name. Its eight people already wait as the Stranded of Survivor (The People of Raccoon City, 1998)The strongest fan case. It was in the launch, with four scenarios, before the launch narrowed to Survivor (Future Development, The roadmap that was)
Mercenaries (Mercenaries)Expected in every Resident Evil, given free in the Resident Evil 4 remake, missed when absent. Its stages are bounds of the world already built (The Worlds, Bounds on Each World)The cheapest fan case. Little to build, a long record of demand. It too was in the launch that was
Versus (Versus)Every PvP-first Resident Evil failed: Umbrella Corps, Re:Verse, and the paid Versus mode of Resident Evil 5 (The Service, What the Record Shows)The weakest case. It is the one thing the fans have refused every time
Recollections and Endless (Recollections and Endless)Frames over the survival modes, in the tradition of the series' unlockable modesLow cost, low risk, modest draw
The Refuge (The Refuge)No record either wayLast, as the documents already place it

The order in which the documents would bring these modes is not set (Future Development). The record suggests one: Mercenaries first, because it costs least and is asked for most; Outbreak second, because it is the fans' own; Versus last, and only redesigned.

What Would Make It a Game Changer

A game changes its genre when other games start copying one thing it did. In Resident Evil Online that thing is the story night: a canonical story playing out, live and breakable, among strangers who did not come for it. Nothing else in the design is as hard to copy, because it needs a series with thirty years of people and places to draw on, and Capcom has one.

The rest of Survivor makes it a strong game, not a new genre. It becomes a game changer only if four things hold:

  1. The story night is the headline. It is what a fan buys, what a stranger remembers, and what no competitor can answer (Market Precedents, How Resident Evil Online Succeeds). It is also costed, and the business case keeps it on the launch line for that reason (The Business Case, What the Fans Are Worth).
  2. The first nights teach it. A design this deep is only a strength if a new player can learn it by playing.
  3. The living are shown to be a choice. Every trailer and every first night should show strangers surviving together before it shows them killing each other.
  4. It is never called an extraction shooter. That invites a comparison with ARC Raiders that it loses on purpose, by keeping no loot.

Open Questions

  • Where a player's first nights are played. What ΜΝΗΜΗ teaches in them is set (ΜΝΗΜΗ as Director, A File's First Nights). Whether they are played among the experienced or apart from them is not.
  • Whether a shorter night exists. Nothing in the documents lets a player choose a night of thirty minutes. A map's bound could hold one (The Worlds, One World, Every Mode), but it would be a new kind of night.
  • The mode's name and its label. Whether "Survivor" stays, knowing what Resident Evil Survivor was; the label is settled (What Stands in the Way, above).
  • The order of future modes.
